Earlier, the head of the HRC Mikhail Fedotov said that he had proposed to the head of state to make provision about the HRC ban on the combination of mandates of a member of the Council for the state Duma deputies, Federation Council members and members of the Public chamber.

MOSCOW, 8 Oct. Secretary of the Public chamber (OP) Alexander Brechalov supports the proposal of the head of the presidential Council on human rights (HRC) Alexander Fedotov to forbid the Council members to combine their work with activities in the Public chamber, the Federation Council and the state Duma, because it is inefficient.

Earlier, the head of the HRC Mikhail Fedotov told the media that he proposed to Russian President Vladimir Putin to make the HRC a ban on the combination of mandates of a Board member for the state Duma deputies, Federation Council members and members of the Public chamber, told the media.

“I support, I think that is a reasonable offer. Indeed, in my opinion, this is a problem we have — there are public men who are not only in the Public chamber, but also in ten of the public councils under the Federal bodies of Executive power. I don’t think it’s effective, so I support the proposal of the head of the HRC”, — said Brechalov.

He added that in the case of the final transition of any of the public men in the presidential Council, problems with the replacement will not occur, because “if the presidential quota, the President will offer, respectively, a replacement, if the regional — the region offers, there is no problem,” said Brechalov.

In this case, OP, the Secretary stressed that “ready to work not only with members of the public chamber, a specially appointed, but with any civic activist”. “And if someone of my colleagues will remain in the HRC, but will not be in the Public chamber, this does not mean that we will not cooperate”, — said the Agency interlocutor.

According to human rights defenders themselves, while no one has officially said they have to make a choice in favor of one or the other, and to make a choice will be very difficult.

“We’re still not told officially that we should make such a choice. When the President is invited to enter into Public chamber, I was already in the presidential Council, therefore there was then no problem with the fact that I was already a member of the Board. If it should be my choice, it is difficult for me to do because I have different functions and roles in the OP and in the Council does not duplicate one another, I would even say that complementary. Valuable to me both”, — said the head of the Commission the HRC for the development of NPOs Elena Topoleva-Soldunova.

Member of the HRC Iosif Diskin also noted that the choice is hardly possible to speak as a member of the OP, and member of the HRC are appointed by the President. “I just don’t believe we need any additional formal criteria, this makes me doubt. Can’t choose, because I’m OP by the decree of the President, and in the HRC by presidential decree. To me, at least nothing has been reported yet”, — said the Agency interlocutor.
