MOSCOW, October 9. In the Donbass remains an inhumane blockade, local residents lack access to drinking water.
This was stated by Russia’s permanent representative to the OSCE Alexander Lukashevich, speaking yesterday in Vienna at a meeting on the situation in Ukraine and the necessity of fulfilling the Minsk agreements. “We believe that additional momentum to the peace process should give and positive developments on the humanitarian and economic directions, said the Russian diplomat. “However inhumane blockade of Donbass is saved, – said Lukashevich. – Local residents lack access to clean drinking water, which is a flagrant violation of international humanitarian law. Remain subject to the restrictions on the freedom of movement of citizens”.
On the implementation of the Minsk agreements Kiev
Decisions of Kiev’s foreign mercenaries, as well as the introduction in their structure of the illegal armed groups have no relation to the Minsk agreements, continued the diplomat. “Same approach as the Ukrainian authorities demonstrate in relation to paragraph 10 of the complex of measures on implementation of the Minsk agreements. Instead of disarming illegal groups, they are introduced into the power structures of Ukraine, and has now legalized the service of foreign mercenaries, – he said. – To the Minsk agreements is “innovation” not relevant”.
Lukashevich said that Kiev ignores the other clauses of complex of measures on implementation of the Minsk agreements. “The law on the special status of Donbass no effect, the Amnesty law is absent, – said the diplomat. – Amendments to the Constitution, which should have as a Central element of decentralization taking into account peculiarities of Donbass, the representatives of the region remain unresolved.” At the same time, Lukashevich pointed out that after stabilizing the situation on the contact line need to focus on implementation of it is the political requirements “Minsk-2”. “The summit in the Normandy format in Paris on 2 October helped to remove misunderstandings regarding the requirements of “measures” and to confirm its necessity as the basis for the peaceful settlement of the situation in Donbass”, – he added. Paragraph 10 of the complex of measures on implementation of the Minsk agreements provide for the withdrawal from Ukraine of all foreign armed groups and the disarmament of illegal groups.
“We expect to see from Kiev real deal”
The delay in holding local elections in DND and LNR does not mean that Kiev can indefinitely delay the implementation of political agreements “Minsk-2”, said Russia’s permanent representative to the OSCE.
“Now, after meeting in Paris, we expect to see on the part of Kiev is the real deal, not imitation, – the diplomat said. – Continue to delay the process is not in the interests of the Ukrainian people and its European partners”. “Shirking direct dialogue with Donetsk and Lugansk, from agreeing with them the modalities of the elections, Kiev has missed a chance to hold local elections across the country in a single day of voting in October”, – he noted.
In his words, “after the decision of Donetsk and Lugansk to postpone the elections in some regions, a move that was welcomed both in Moscow and in Brussels, Washington and Kiev gets an additional chance and time to perform all the necessary political commitments in accordance with Minsk “the package of measures”.
“However, delaying the holding of local elections does not mean that Kiev can indefinitely delay the implementation of political agreements “Minsk-2”, – said Lukashevich. – Other interlocutors for agreeing the modalities of the election, except those who are actually in control of the situation in individual regions of Donetsk and Lugansk regions, and whose signatures are under the “package of measures”, in Kiev there”.
In this context, the diplomat said, “we expect from Kiev representatives in the contact group and its relevant subgroups constructive approach to dialogue.” “Checking the integrity of the approach will be to work according to the law on holding local elections in certain districts of Donetsk and Luhansk regions, with the approval of the permanent law on the special status of Donbass, the implementation of the Minsk Amnesty provisions and the persecution in connection with the events in Donbass”, – he said.
“However, last meeting in Ukraine allows to hope that a months-long international efforts to help resolve the political crisis, including by the OSCE, will not go in vain, – said the permanent representative of the Russian Federation. – The chances for success depend on further actions of Kiev on the conscientious fulfillment of obligations prescribed in the Minsk “Complex measures”, his willingness to look for joint solution of the problems in the East in the interests of preserving the unity and territorial integrity of Ukraine”.
