Medvedev approved the territorial planning scheme of Sevastopol


The approved scheme provides for the placement on the territory of Crimea and Sevastopol more than 90 objects for the period up to 2030. Based on it, the regional authorities will be able to effectively plan urban development.

SLIDES, 12 Oct. Prime Minister of Russia Dmitry Medvedev said that he had signed a decree approving the territorial planning schemes of Sevastopol, which will help to relieve infrastructure constraints and to develop Crimea.

“I signed a decree on approval of the scheme of territorial planning of the Crimea and Sevastopol”, — he said at a meeting with Deputy Prime Ministers. According to him, nothing in this order for Russian regions but the Crimea has never before taken such documents.

“Based on this scheme, regional authorities, municipal authorities should effectively plan urban development, to remove infrastructure constraints and contribute to the development of the Peninsula. We work in the framework of the Federal target program until 2020, it provides a lot of major construction projects. This construction, which ensure transport accessibility of the Peninsula and the development of certain transportation routes, the development of industrial production and agricultural enterprises, construction of energy facilities. In General, all that is there now should be in the scheme of territorial planning”, — said Medvedev.

In turn, Deputy Prime Minister Dmitry Kozak noted that with the approval of territorial planning schemes can identify areas of placing of objects of Federal value until 2030. “The scheme involves placing on the territory of Crimea and Sevastopol more than 90 objects for the period up to 2030. Most of them, 68 (objects) will be implemented in the framework of the Federal target program until 2020”, — said Kozak.

According to him, this document provides predictability of the actions of the authorities on the removal of infrastructure limitations for an extended period. In addition, as noted by Kozak, it will provide predictability for business.

Kozak stressed that this scheme applies to railway automobile pipeline transport, air and sea transport, as well as the Federal health care and education.

“Now in the government the draft decree of the President approval throughout the country of the scheme in the field of defense and security. Thus, all infrastructure constraints, all the plans that are in the area of responsibility of the Federal centre, will be approved, identified, and predictable, we will create a clear picture for subordinate authorities and business”, — said Kozak.
