MOSCOW, October 12. The Russian presidential aide Yuri Ushakov told journalists that the Eurasian economic Union (EEU) on 19 October, should receive observer status in the General Assembly of the United Nations.
“It is expected that on October 19, the Eurasian Union will receive the status of observer at the UN General Assembly”, – said the representative of the Kremlin.
According to him, the summit on 16 October, the heads of EEU member countries will exchange opinions on the strengthening of the international legal personality of the Union.
On cooperation between the EEU and the EU
European Commission President Jean-Claude Juncker in the coming days will be handed over a draft agreement on cooperation of the Eurasian economic Union and the EU.
“Already prepared a position paper, which relates to cooperation of the Eurasian economic Union with the European Union, – told reporters the Russian presidential aide Yuri Ushakov. – This document on the day will be given by permanent representative of Belarus to the European Union the President of the European Commission Juncker”.
A free trade area with Israel, India, Egypt and Iran
The EAEU are negotiating the formation of a free trade area with Israel, India, Egypt and Iran.
“The question about how to start similar negotiations (on free trade) will also be discussed (at the summit of leaders of the countries of the EAEU on October 16) – to start negotiations with Israel,” said Yuri Ushakov.
“I would say at the expert level there is a study of the possibility of concluding agreements on free trade zone with India, Egypt and Iran,” added the Deputy President.
“Because the foreign partners show interest in cooperation with the Eurasian Union and in may an Agreement was signed on the establishment of a free trade zone with Vietnam, the question about how to start similar negotiations will also be discussed”, – said the representative of the Kremlin.
Also, he said, will be discussed the deepening of cooperation with China, including the pair of the EAEC initiative economic belt “silk road”. Ushakov recalled that the consultations have already started. The first meeting of experts on this matter was held on September 21-23.
“The question of the Chairman of the EEC Board will decide before the end of the year”
The question of the Chairman of the Board of the Eurasian economic Commission (EEC) will be resolved before the end of the year, told reporters the Russian presidential aide Yuri Ushakov.
He noted that at the upcoming October 16 summit of the Supreme Eurasian economic Council will discuss the question of the new composition of the Board.
“While there’s a General rule that each country in the panel shall consist of three representatives. But because of the inclusion of Armenians and Kyrgyz is meant to not dilute the powers of the members of the Board and contribute to the growth of bureaucracy, there are some ideas to reduce the number of representatives from each country to two people,” – said Ushakov. He added that Russia supports this proposal.
Also separately considered the allocation of the next Chairman of the Board. “If Kazakhstan during the event this question is not finalized, then it seems to me, will be created, however, all conditions to the end of the year anyway to make the final decision”, – said the assistant of the head of state.
EEU leaders plan to approve a development plan until 2030
The countries of the Eurasian economic Council summit on 16 October, which will be attended by the President of the Russian Federation Vladimir Putin, are planning to adopt the main directions and targets of development till 2030, as well as to start preparing a common identification system of participants of foreign economic activity.
“It is planned to approve the main directions of economic development of the Eurasian economic Union, – said Yuri Ushakov. – In this document the guidelines for socio-economic development of the countries of the Association on a long-term period up to 2030”.
“It is expected the decision on the formation of a new working group that will study the issue of a unified identification system of participants of foreign economic activity (FEA)”, – he said, explaining that “it comes to implementation throughout the Union customs identification number”.
“Implementation of this will allow to unify requirements for clearance of imported to the territory of the Union of goods and to simplify the procedure of customs control”, – said the assistant to the President.
In addition, according to him, the summit is expected to approve the decision on the time and place of the next meeting of the Supreme Eurasian economic Council. Will also have to approve the documents regarding external audit, the conditions of stay of the court of the Eurasian economic Union in Belarus and other issues.
