Medvedev will discuss with United Russia candidate requirements for participation in the Duma primaries


MOSCOW, October 15. The Prime Minister of the Russian Federation, the Chairman of United Russia Dmitry Medvedev will take part in a joint meeting in Moscow of the Higher and General party councils.

The representatives of the governing bodies of United Russia, in particular, will discuss a draft regulation of the party on the primaries (the primaries) for the selection of candidates for the Duma elections of 2016. The preparation of this document was engaged in special working group “United Russia”, which included, including the Secretary of the party’s General Council Sergei Neverov, the head of the Central coordination Council of supporters “an United Russia” Olga batalina, head of the Duma faction Vladimir Vasiliev and a number of representatives of the regional offices. It is expected that the final position will be taken by the Congress party in February.

According to the head of the Central Executive Committee of “United Russia” Maxim Rudnev, a part of the working group, October 15, will be discussed, including parameters that must be met for candidates wishing to go to the primaries. “According to the project, in the preliminary voting will not be able to participate candidates who ever had a criminal record. Will be a strict ban on the participation for people who have even repaid a criminal record,” – said Rudnev. The draft regulation also stipulates that candidates must not have accounts in foreign banks, dual citizenship or foreign residence permit.

“In the procedure of preliminary voting will be able to participate or members of “United Russia”, or non-partisan,” – said Rudnev.

Primaries allows you to “choose the best”, said the politician. “The experience of open provisional ballots that we had in 47 regions, positive and so we’ll be counting on the Duma campaign,” he said. According to Rudneva, it is expected that after the debate on Thursday, the draft regulation will be sent to the regions for discussion and possible adjustments to the Congress party.

Earlier, Secretary General Council of United Russia Sergey Neverov has informed that the Congress party will take place on 5-6 February 2016.

Elections to the state Duma of the seventh convocation will be held on 18 September 2016 under a mixed system. Half (225) of deputies will be elected in single-mandate constituencies, half by party lists.
