The project is on the order of elections of deputies in the German model introduced in the state Duma


This scheme will allow for the most equitable distribution of Deputy mandates in accordance with the results of the voting, stated in the explanatory Memorandum.

MOSCOW, 15 Oct. Deputy Dmitry Gudkov has submitted for consideration the lower chamber of Parliament the draft law on elections to the state Duma, which provides for the transfer associated to a mixed electoral system, using multi-member districts with single-member along, as well as the possibility of creating electoral blocs, the return of the Institute of public monitoring and the introduction of the electoral Deposit.

“The bill provides for the election of deputies of the state Duma on the basis of the associated mixed electoral system, whereby half of the MPs elected in single-mandate and multi-mandate constituencies, the other half is in the Federal electoral district, but to ensure the distribution of all 450 mandates in proportion to the number of votes cast for Federal lists of candidates”, — is spoken in the explanatory note.

The author explains that this scheme is an adaptation of the German model of the formation of the Supreme representative body of power and allows for the most equitable distribution of Deputy mandates in accordance with the results of will of voters.
