A member of the Duma Committee: the question of imposing the death penalty for terrorism in Russia is not considered

MOSCOW, October 16. The question of imposing the death penalty, including with regard to terrorists, Russia is not considered. This was stated by member of the state Duma Committee on civil, criminal, arbitration and procedural legislation Rafael Mardanshin (“United Russia”).

On Thursday in interview to TV channel “Russia 24” the head of Chechnya Ramzan Kadyrov said that terrorism in Russia is necessary to introduce the death penalty. “It is necessary for Russia. Because to feed them (terrorists – ed.), keep them in prisons is wrong. They disturb there, and there they recruit people. They must be destroyed”, – he said.

“At the moment the question of imposing the death penalty, including terrorism was not seen in Russia”, – said Mardanshin, commenting on the proposal said.

The MP said that “in the framework of the international Convention for the death penalty in Russia is not applied”.

“I agree that dealing with terrorism additional steps needed to toughen punishment for terrorists is necessary. But when it is proposed to introduce the death penalty for terrorists, there is a controversial issue,” said Mardanshin.

According to him, terrorists are often suicide bombers. “For them to commit a terrorist attack and die even honorable. Bringing the death penalty into execution on a terrorist could possibly be understood by supporters as a good thing,” he added.

Mardanshin indicated that he doubted the effectiveness of such measures against terrorists. “If you use the measures that exist at this time – the same life imprisonment for terrorists is mentally and physically hard for so many years to realize the consequences of their actions”, – he explained.
