MOSCOW, October 16. Prime Minister Dmitry Medvedev gave the ministries a number of instructions following the meeting of the government Commission on import substitution, which was held in Sochi on 3 October. According to the press service of the government, particularly the Ministry of economic development, the Ministry of agriculture and the Ministry of Finance until November 3, 2015 requested to submit proposals to the government about the possibility of increasing the amount of compensation to agricultural producers of the Russian direct costs incurred in the creation and/or modernization of dairy and greenhouses up to 30% of these costs.
By the same date, the MAYOR, the Ministry of industry and trade, the energy Ministry and the agriculture Ministry must submit a proposal to limit the term of payments of public corporations and organizations with state participation with producers of industrial and agricultural products 30 days from the date of delivery of goods under the contract.
In addition, specialized agencies have been instructed to prepare agreed proposals on the extension to 2016 of the action of the government resolution dated 12 March 2015, which establishes the rules for granting in 2015 subsidies to industry organisations for reimbursement of expenses for paying interests on loans taken for replenishment of working capital and financing ongoing operations. For these purposes in 2015, the March ruling was provided by 20 billion rubles.
Finally the authorities of the regions recommended by the education and science Ministry, the Agency for the development of professional communities and workers Worldskills Russia and the Agency for strategic initiatives to promote new projects (ASI) to study the issue of implementing the regional standard of staffing for industrial growth.
This standard should include mechanisms for ensuring high-tech industries on cross-cutting working professions on the basis of international standards of personnel training and the introduction of elements of dual training system and system for monitoring the quality of training. The results of this work the Ministry has to inform before 1 March 2016.
