Putin will take part in summits of the CIS and the Eurasian economic Union in Kazakhstan


The VILLAGE of BURABAY /Kazakhstan/, October 16. The President of Russia Vladimir Putin will take part in the meetings of the Council of CIS heads of state and the Supreme Eurasian economic Council. Events will be held in the Kazakh village of Burabay. This is the second working day, the Russian leader will hold in Kazakhstan: on Thursday, he arrived in Astana with an official visit.

Program both summits, along with the Protocol activities consists of meetings in narrow and expanded formats. Almost all States will be represented by presidents or heads of government. On Monday, the Russian presidential aide Yuri Ushakov said that the level of Ukraine’s participation in the summit of CIS leaders at that time were still under review.

The agenda of the CIS: the development of the Commonwealth until the situation in Syria

The main topic of the CIS summit will be the development of cooperation between the countries of the Commonwealth.

“During a private meeting in narrow format we expect an exchange of views primarily on the topical issues of multilateral cooperation within the CIS in view of the upcoming in 2016 the 25th anniversary of the Commonwealth”, – said Ushakov. “Naturally, in the context of increasing threats to stability in Afghanistan, the middle East and North Africa, special attention will be paid to increasing the practical results of cooperation in the sphere of security and law enforcement field,” he added.

“Of course, our President will report on the operation in Syria,” – said the representative of the Kremlin.

All in all, the agenda of the Council of CIS heads of state 17. Among them – the approval of the concept of cooperation until 2020, the statements in connection with the 70th anniversary of the UN and the fight against terrorism. The leaders will discuss a number of agreements in the field of law enforcement, including the establishment of border groupings and other agencies for liquidation of crisis situations on external borders. Some questions are procedural in nature and are associated with the transition of presidency in the CIS from Kazakhstan to Kyrgyzstan in 2016.

The Eurasian economic Union and Israel: a new free trade zone

At the summit of leaders of the countries of the Eurasian economic Union is expected to approve the main directions and guidelines for development of the EAEC by 2030, to establish a working group on the standardization of the identification system of participants of foreign economic activity and agree on the lists of sectors for which the single services market will be formed in accordance with the plans of liberalization.

According to Ushakov, it is also planned to start negotiations on establishing a free trade zone with the EEU Israel. He recalled that similar negotiations are underway with India, Egypt and Iran. It is noteworthy that the first and so far only the agreement on the free trade area of the EAEU with the third country – Vietnam – was signed here in the Future.

Several themes of the meeting will be linked to the interaction of the Union with foreign partners. In particular, we will focus on cooperation with the Chinese project silk road.

Speaking of other aspects of international activity of the Union, Ushakov has noticed that on October 19, the EAEC must obtain the status of observer at the UN General Assembly. He was also informed that in the near future the head of the European Commission Jean-Claude Juncker, will be given a draft agreement on cooperation of the EEU and the European Union.

The summit will also discuss approaches to the formation of the Board of the Union. “While there is a rule that each country in the panel shall consist of three representatives, but with the inclusion of Armenia and Kyrgyzstan, so as not to dilute the powers of the members of the Board and contribute to the growth of bureaucracy, the idea is to reduce the number of representatives from each country to two people,” – said the assistant President of the Russian Federation, adding that Moscow supports it.

Separately will be discussed on the next Chairman of the Board. “If Kazakhstan during the event this question is not finalized, then it seems to me, will be created however all the conditions for the end of the year anyway to make the final decision,” – said Ushakov.
