The VILLAGE of BURABAY /KAZAKHSTAN/, October 16. The CIS leaders at the summit in Kazakhstan adopted a Declaration on combating international terrorism and the concept of military cooperation of the countries-participants of the Commonwealth until 2020.
These two documents among the other 14 were signed during the meeting of the Council of CIS heads of state in expanded format.
Also adopted a statement on the 70th anniversary of the UN appeal in connection with the 30th anniversary of the accident at the Chernobyl nuclear power plant. In addition, it was decided on the formation of a group of border and other departments to resolve crisis situations at the external borders, as well as the Programme of cooperation in strengthening border security at the external borders for 2016-2020.
Several documents devoted to cooperation in the field of law enforcement, they govern the creation of joint investigative groups and the Board of Directors of the penitentiary services. Among the signed documents the Agreement on cooperation in the field of prevention and liquidation of emergency situations.
State leaders approved the nomination of the head of the CIS Antiterrorist center and the chair of the coordination Committee about the issues of air defence under the Council of defense Ministers of the CIS.
Finally, the Protocol was designed to transfer chairmanship of the Commonwealth from Kazakhstan to Kyrgyzstan in 2016. It is also established that the next meeting of the Council of heads of CIS States will be held on 16 September 2016 in Kyrgyzstan.

Statements By Nazarbayev
The President of Kazakhstan Nursultan Nazarbayev said that the development of the CIS should be carried out in accordance with the global changes and challenges. “In recent years, the world undergoes a global change in many fields, primarily Economics and security issues. What is happening cannot but demand that our organization of the appropriate development, adaptation to new conditions”, – said the President.
“The CIS must also evolve to adapt to new realities, to respond more effectively to global changes and challenges,” he added.
Nazarbayev stressed that the solution to the problem of refugee flow to Europe will require large expenditures of resources. “The international terrorism is very destructive impact on the situation in many States and affects entire regions. Significant escalation of violence increases the number of victims among the civilian population. This led to the most ambitious since the Second world war, forced emigration of the civilian population of North Africa, the Middle East in Europe”, – said Nazarbayev.
“For solving this problem will require enormous financial and human resources. Moreover, as refugees may be hiding the terrorists, the task of which is the formation of pockets of instability”, – he stressed.
In this regard, he informed that the heads of the States CIS “in solidarity in the need to take timely and effective measures of minimizing probable terrorist threats to security.” “In order to fight, we need to create a global network of terrorist organizations with the approval of the UN,” – said in this regard, Nazarbayev.
According to him, the commander of aerospace forces of the Russian Federation Viktor Bondarev, head of the coordination Committee on CIS air defence. Objections on the nomination, submitted by Russia, was not followed, so Nazarbayev has approved the appointment of Bondareva and congratulated the commander-in-chief.
Nazarbayev also announced that Andrey Novikov has retained the post of head of the CIS Antiterrorist center.
