Moscow. October 16. The state Duma meeting on Friday adopted in first reading the governmental amendments to the Budget code, according to which balances the Federal budget on January 1, 2016 in the amount of 150 billion rubles can be directed on support of branches of economy, social support of citizens, support of budgets, and the provision of humanitarian assistance to the population of foreign countries.
Fund balances budget can also be used to implement the decisions of the President and government in the field of national defense, the exploration and use of outer space and law enforcement in an amount not to exceed the remaining amount of allocations for these purposes in 2015.
Balances of funds provided in budget 2015 for the provision of the budgets of the constituent entities of the Russian Federation of subsidies, can also be sent in 2016, subsidies to the regions.
The bill suspends the action of article of the Budget code regulating the use of residual funds of the Federal budget.
In addition, until February 1, 2017, the revenues from management of Reserve Fund and national welfare Fund will be directed on financial provision of expenses of the Federal budget, and not to those funds, as provided by the applicable provisions of this Code.
Earlier, Deputy Finance Minister Alexei Lavrov, income from the management of sovereign funds in 2016 can be 85 billion rubles.
The remains of the subsidies in 2015 Federal budgetary and Autonomous institutions at the state, shall be returned to the Federal budget to guide them in 2016 to increase the appropriation for the implementation of measures to support sectors of the economy, provide social support, support for regional budgets.
Under the bill, decisions about the use of these funds will be taken by the government of the Russian Federation with the appropriate changes in the summary budget list of the Federal budget.
The bill also suspends until January 1, 2016 articles of the Budget code, which set the terms of the adoption of the Federal and regional laws and acts providing for the amendment of legislation on taxes and fees or leading to change of revenues of the budgets.
