The state Duma has approved creation of anti-crisis reserve of 150 billion rubles


MOSCOW, October 16. The state Duma has approved in the first reading a government bill on the establishment of the anti-crisis reserve of 150 billion roubles.

According to Deputy Finance Minister Alexei Lavrov, the budget of 2016 will be held in difficult conditions of growing uncertainty and geopolitical risks. “And therefore required additional reserves of strength and room for maneuver. And therefore, the government proposes measures that would provide for the transfer of unused balances of Federal budget of the current year for the future”, – said Lavrov.

He said that the last Federal budget, which will not be used in the current year, in total up to 150 billion roubles to replenish the supplemental reserve Fund next year.

“The remains will be recorded on January 1, 2016. No rush for non-performing state order Federal agencies not, the method of refund will be elaborated”, – said Lavrov.

The Chairman of the Duma Committee on budget and taxes Andrey Makarov considers that the second reading should accurately state the provisions relating to the subjects of the Russian Federation in terms of return of funds allocated from the Federal budget for the fulfillment of social obligations.

What will be sent to their account

Amount (150 billion rubles) earmarked in the Federal budget for 2016 proposed budget allocation be spent on implementing additional measures to support sectors of the economy, provide social support, support of budgets of subjects of the Russian Federation and the provision of humanitarian assistance to the population of foreign countries.

The draft law “On suspension of certain provisions of the Budget code of the Russian Federation and introducing amendments to certain legislative acts of the Russian Federation in connection with the law “On the Federal budget for 2016” the state Duma will consider in the second and third readings on Friday, October 23.
