Thus the MAYOR has calculated that only in four regions in the production more than the average level is Magadan, Amur and the Jewish Autonomous region and Chukotka Autonomous district, so electricity prices in the far Eastern Federal district it makes sense to reduce address.
MOSCOW, 19 Oct. Only four subjects of the far Eastern Federal district, according to the Ministry of economic development, need special low rate for electricity, writes on Monday “Kommersant”.
The Ministry of economic development has prepared a calculation of investment attractive tariffs for industry of the Far East in response to an instruction of Russian President Vladimir Putin. As follows from the letter of the Deputy Minister Nikolay Podguzov from October 14 to Minnetoka referenced in the publication, the MAYOR has correlated the rate of electric capacity of the gross regional product of the national average with the exception of the Central Federal district and North Caucasus Federal district (6.4 percent), the regions of FEFD.
According to the MAYOR, only in four regions in the production more than the average level is Magadan, Amur and the Jewish Autonomous region and Chukotka Autonomous district. To meet the national average index rate in the Amur region is expected to decline by 49%, to 1.5 rubles/kWh, on Chukotka — 43 percent, to 5.4 rubles/kWh, in EAO — 36% to 1.79 rubles/kWh, in the Magadan region — by 28%, to 2.49 RUR/kW h.
The Ministry notes that the problem of attracting investment to the far East not in high electricity rates, while high salaries and expensive loans. In this regard, the MAYOR believes that electricity prices in the far Eastern Federal district it makes sense to reduce address — only for new energy intensive consumers in the most economically distressed regions and territories of advanced development. To qualify for benefits needs of production with a share of electricity costs at least 10%, and to reduce the size of the benefits possible by reducing cross-subsidization between industry and population.
In accordance with the instructions of the President his estimate of the tariff policy of the far Eastern energy must be present and Minnetoka, whose position is completely different, the newspaper notes. In August, the Ministry has proposed to totally reduce electricity tariffs in all regions of FEFD (some 1.5-2.5 times), the amount of compensation to achieve the investment level was estimated at 22,45 billion rubles a year.
Tariff policy for the far Eastern Federal district the government should develop by the end of October. At the same time have to solve the problem of output to breakeven far East energy, the newspaper said. At the end of the month the Ministry of energy will determine the difference between the tariff for power energy and the rate for industry, which may be compensated by DFO at the expense of the allowances to consumers of the wholesale market.
