The allocation of quotas for fishing of fishing enterprises should be regulated by the state taking into account the need to ensure predictability of the business environment for development of the industry, says the Governor of the Arkhangelsk region Igor Orlov, who took part in the meeting of the Presidium of the state Council on development of the fisheries industry.
ARKHANGELSK, 20 Oct. The allocation of quotas for fishing of fishing enterprises should be regulated by the state taking into account the need to ensure predictability of the business environment for development of the industry, and taking into account the socio-economic development of the coastal areas, according to the Governor of the Arkhangelsk region Igor Orlov, who took part in the meeting of the Presidium of the state Council on development of the fisheries industry.
“I am particularly concerned about the preservation of the historic principle of fixing of quota shares for the long term as a guarantor of predictability of business conditions — including the laying on of Coopersville encumbrances aimed to saturate the domestic market with fish products, fish processing and loading of fishing capacity, the development of coastal areas. This requires a special approach and state regulation to innovation which relate to the allocation of quota for investment purposes”, — quotes the press service of the regional government of Orlov’s words.
The Governor explained that today it is difficult to understand how much quota to fish will be allocated to a specific enterprise in the future, and it does not allow to plan their activities with the investment, payback and other factors.
Orlov also noted that the so-called regional quotas for coastal fishing should be preserved and work for the interests of the region. “In terms of the distribution of coastal quotas should be legislated the possibility of the encumbrance of the companies the applicable requirements for fulfilling socio-economic obligations for a given territory”, — gave the press service quoted the Governor.
As for the prospects of investments in the modernization of the fishing fleet, the head of the region said that today in the Arkhangelsk region orders for the construction of fishing trawlers take two major companies. In recent years the stocks went three new vessels equipped with modern equipment. Considering the production potential of the region, the coast region could become a center of shipbuilding of fishing trawlers in the North-West Russia, said Orlov.
