The state Duma may pass the law about deprivation of mandates of declarations on incomes


A bill providing for the deprivation of mandates of deputies declared for the period income and expenses, will consider on October 23. Now deputies and members of Federation Council annually before April 1 must submit information on the property.

MOSCOW, 20 Oct. The state Duma till the end of this week to take on second and third reading of the bill on deprivation of the Deputy mandate is not declared in the period income and expenses, stated to journalists on Tuesday Deputy speaker of the state Duma, Secretary of General Council of party “United Russia” Sergei Neverov.

“Tomorrow it will be accepted in the second reading. On Friday, the 23rd, we will consider the bill at third reading. When this norm is accepted, we will recommend colleagues to eliminate all legal inconsistencies”, — he said during the press conference, devoted to discussion of legislative developments.

Under current law, deputies and Federation Council members annually by April 1 submit information about income, expenses, property and property liabilities of themselves, their spouses and minor children. However, the responsibility for the failure to submit or untimely submission of this information is missing.

To eliminate this legal gap, the MPs suggest the obligation to submit the specified information and special responsibility in the form of early termination of powers. This type of responsibility is already provided for opening accounts (deposits), store cash and values in foreign banks located outside Russian territory, possession and (or) use foreign financial instruments.

For the second reading the MPs have prepared amendments to the Declaration, to inform about the conflict of interest and close accounts abroad will be obliged deputies of all levels — working on a permanent and non-permanent basis, and persons holding municipal positions.
