MOSCOW, 20 Oct. Transneft proposes to make a number of changes in normative legal acts, in particular in the field of tariff regulation, Deputy Vice President of the company, the Director of the Department of Economics Pavel Serikov.
He recalled that the basic document for the regulation in this sphere is the law “On natural monopolies”.
“The second level of regulations divided the two spheres, and were formed the lists of services separately for the transportation of oil and oil products. In this regard, the regulatory authority introduced a rule that income from one activity may not be used to Finance other activities, it is regarded as misuse of funds”, — he said at a meeting of the Council of consumers of “Transneft”.
The third level is the guidance separately for oil and oil products. According to Serikov, these three levels of documents act among themselves in contradictions, which necessitated a change.

Also you need to make changes to the decree of the government No. 980 that transportation of oil and oil products in fact one type of activity. “This will allow us to solve the problem of shortage of sources of financing of works on restoration of system enhancement pipelines and lead methods of formation of tariffs in accordance with other regulations,” explained Serikov.
