YALTA, October 21. Republic of Crimea and the Federal city of Sevastopol fully integrated into the election process of Russia, said CEC Chairman Vladimir Churov.
“From the point of view of electoral law, the electoral process, two new entities of the Russian Federation – Crimea and Sevastopol – since August of last year are fully in the electoral system of the Russian Federation, both from the point of view of the law, and perspective techniques,” he told reporters.
As noted by the head of the CEC of the Russian Federation, funds to pay the salaries of the staff of the electoral Commission of Sevastopol, which the city has not allocated in time, will be paid shortly after the intervention of the CEC.
The CEC in early September decided to allocate an additional 5.1 mln rubles for the salaries of the staff of the electoral Commission of Sevastopol, as it received less money from the city budget. In this regard, the Commission also appealed to the Prosecutor General.
“Today we cancel the order. Through our efforts, the efforts of the General Prosecutor’s office of the relevant decision by the legislature was adopted, in the near future the money will be transferred to the account of the election Commission”, – said the supervisor, not answering the question.
He stressed that “urgent action” on the part of the CEC “no longer needed”.
On October 21, in the Crimea began a nationwide meeting of the CEC with the chairmen of election commissions of regions, it will last until October 23.
“The Duma elections in the Crimea will not cause doubts about their legitimacy”
Elections to the state Duma that will be held in Russia in 2016, should take place in Crimea at a high level and do not give rise to doubts about their legitimacy. It said the Chairman of the state Council of Crimea Vladimir Konstantinov at the opening meeting of the CEC of the Russian Federation with the heads of regional election commissions.
“We are preparing for new elections and we are confident that we will pass at high organizational level, no doubt in the legitimacy of the upcoming elections will not happen,” he said.
Konstantinov added that the Crimea is mastered with the conduct of single voting days under Russian law. “We are in the procedure of uniform day of voting, all that we already get, everything is organized and of great concern we have,” – said the speaker of the state Council.
In July of this year the President of Russia Vladimir Putin has signed the law on the transfer of Federal parliamentary elections in 2016 with December on the third Sunday of September. Thus, elections to the state Duma of the seventh convocation will be held on September 18. For the first time in a long time, the election will be held according to the mixed scheme – 225 deputies elected in single-mandate constituencies, even 225 – on party lists. The schema “slicing” single-member districts, developed by the CEC, October 20, adopted by the state Duma.
“Observers should be required to attend all stages of the voting process”
Observers from candidates and parties should be legally required to be present at all stages of the voting process, including during early voting. This opinion was expressed by Vladimir Churov.
Opening all-Russia meeting with heads of regional election commissions, he noted that the work of election commissions is still criticized. “We have not reached an absolute ideal and will not achieve never, but the required level of training of election campaigns, we still have not reached,” – said Churov.
One of the problems, in particular, is the issue of the transparency of early voting in premises of election commissions, said the CEC head. He cited the example of Belarus, where during the early voting observers present.
“It may be worth and to legislate the norm of the presence of the observer at all stages of the electoral process”, – said Churov.
According to him, Belarus early voting, in essence, is stretched to five days of regular voting.
“We need also to think that early voting was held in the same conditions as usual,” said the supervisor.
The supervisor encouraged the regions to “save state money”
The head of the CEC of the Russian Federation urged the heads of regional election commissions to optimize the cost of elections, but not beyond reasonable.
“With adjustments and the Federal budget, regional budgets and careful optimization of costs,” he said.
In this case, in saving “not need to reach the absurd,” said the supervisor. “And here we have one organ designed to replenish the Treasury, suggested us to plan with a consequent increase in the number of administrative violations by parties and candidates during the electoral campaign, through fees administrative fines to fill the budget”, – said the CEC head.
