MOSCOW, 22 Oct. The government will not accept anti-crisis plan for the next year, as the economy is already beginning to adapt to new conditions; to support the industry when needed, will help a special Fund of up to 150 billion rubles, said Finance Minister Anton Siluanov.
“We believe that it is impossible to constantly be in crisis. Indeed the economy now this year… have experienced shocks, it begins to adapt. Next year we have the so-called anti-crisis plan will be the source Fund to support the priority sectors of the economy, in the framework of which will be measures to support key sectors,” — said Siluanov to reporters.
According to him, the draft budget for 2016 included provision for this Fund in the amount of 65 billion rubles. “If you remember, was 150 billion rubles, or 130 even, of which 74 billion rubles was put to selhoznaloga”, — he reminded.
“Left Unallocated 65 billion rubles, and this money will be added to the funds, which are concentrated due to transfer of balances from the current year to 2016 and potential savings in the course of execution (budget — ed.) in 2016… General Fund, this could increase to 150 billion rubles. We have such a rule in the budget”, — said the Minister of Finance.
In early October, Siluanov said that the Ministry of Finance of the Russian Federation pledged in the budget for 2016 reserves already allocated 75 billion rubles to support agriculture. In addition, the Russian authorities intend to reserve in the budget for 2016 342,2 billion rubles of savings by extending the freeze of pension savings, for the implementation of individual decisions of the President and the government of the Russian Federation.
State Secretary, Deputy Minister of economic development of RF Oleg Fomichev this week also said that anti-crisis plan for 2016 should not be adopted, the government should come back to the work planned in the framework of the main activities.
