It is noted that under a Bank account agreement concluded between Russian Railways and VTB, in March-September on the balance of funds of the NWF accrued interest in the amount of 2.9 billion rubles. The interest recorded by the company in the composition of income from financing activities and spent in the framework of the ordinary course of business, the Agency writes.
The investment program of RZD for 2015 in BAM and Transsib provided to 124.7 billion rubles. Of them to 45.7 billion rubles NWF, which is 4.2 billion rubles, than he entered on a special Bank account of the company, according to the audit chamber. According to her, in 2015 provides design, construction and installation work on 87 objects at the expense of the NWF. However, at the time of the audit, approved design and estimate documentation only 44.
There are questions from the controlling Agency to the objects included in the list of priority actions for the development of BAM and Transsib and conditions of the investment project in the part of preferred shares. The Agency indicates that the main implementers of the objects are the “daughter” of Russian Railways: design and estimate documentation — “Zheldorproekt” construction works — JSC RZDstroy, which provide more than 20% of the volume of the investment program of the company.
