The Russian state Duma welcomes the reopening of the U.S. Embassy in Cuba and removing some of the restrictions as a symbolic step toward normalization of relations for a definitive end to the economic, commercial and financial embargo of the Republic.
MOSCOW, 23 Oct. The state Duma meeting on Friday may take an appeal to the UN General Assembly, parliaments of member countries of the UN and international parliamentary organizations on the necessity of ending the economic, commercial and financial blockade of Cuba by the USA.
The lower house is not the first time accepts the call to end the embargo on Cuba.
“The state Duma appeals to the General Assembly of the United Nations, parliaments of the States members of the United Nations and international parliamentary organizations with the proposal to urge the United States to end the economic, commercial and financial blockade of Cuba,” — said in the text of the draft treatment.
A draft application was prepared and submitted to the state Duma Committee on international Affairs.
Deputies noted that more than 50 years, contrary to the purposes and principles of the UN, the US unilaterally exert economic pressure on Cuba.
As noted in the document, the state Duma welcomes the reopening of the U.S. Embassy in Cuba and removing some of the restrictions as a symbolic step toward normalization of relations for a definitive end to the economic, commercial and financial embargo of the Republic. The deputies regretted that in September 2015 the law on the trading with the enemy was again renewed, allegedly in accordance with the national interests of the United States.
“Using the political situation as justification for the blockade of a sovereign state is totally unacceptable. The state Duma urges US Congress to immediately begin review of legislation on economic, commercial and financial embargo of the Republic of Cuba, including for consideration as a matter of priority bills introduced on the normalization of relations and reconciliation between the United States of America and the Republic of Cuba,” — said in the appeal.
Deputies say the attempt to link the lifting of the blockade of Cuba the situation in human rights in a sovereign state that realizes the right to choose the development model, inappropriate and inconsistent with generally recognized principles and norms of international law.
“Mindful of the human rights violations in Guantanamo Bay, the State Duma called for an end to the use of the territory under the sovereignty of the Republic of Cuba, to detainees who are not nationals or Armed forces of the United States of America” — as stated in the draft statement.
In addition, the international Committee of the state Duma proposes to urge the U.S. Congress to expeditiously consider the question of the abolition of the so-called Helms-Burton act and other legislative acts regulating issues of the blockade of Cuba.
