CEC: Federal and regional electoral legislation ready for elections 2016


MOSCOW, October 27. The electoral law is ready to elections of deputies of the state Duma and regional campaigns of 2016. This was stated on Tuesday, the CEC member Maya Grishina of Russia.

“If you evaluate in General the legislation on elections, we can say that it is generally ready for the next uniform day of voting”, – she said at a meeting of the Council of Federation Committee on Federative structure, regional policy, local government and Northern Affairs.

Grishin recalled that on 18 September 2016 elections to the state Duma, in 38 subjects of the election of deputies of the legislative councils, and there will also be “scheduled and unscheduled elections of the higher officials”.

A CEC member noted that the CEC is working on the analysis of regional laws on those subjects where the regional campaign. “Overall, the willingness of the legal framework,” she said, explaining that “major changes” to the legislation on elections in recent times have been made.

Candidates single-member constituencies it will be necessary to collect signatures of 3% of voters

Candidates who will participate in the elections to the state Duma in single-mandate constituencies, will need to collect to register the signatures of 3% of the electors said CEC member Maya Grishina of Russia.

Speaking at a meeting of the Council of Federation Committee on Federative structure, regional policy, local government and Northern Affairs, she recalled that the collection of signatures for elections to the state Duma released 14 parties represented in regional legislatures.

The other parties, for getting on the ballots in the Duma elections will have to collect signatures, said Grishin.

“The candidates nominated in single-mandate constituencies, if they are not on this list of 14 parties or in order of nomination, you need to collect 3% of signatures of voters of the County,” she said.

According to CEC member, “it is enough”. “There were other thresholds, less. For the first time, these are rather large numbers in single-member districts”, – said Grishin.

In July of this year the President of Russia Vladimir Putin has signed the law on the transfer of Federal parliamentary elections in 2016 with December on the third Sunday of September. Thus, elections to the state Duma of the seventh convocation will be held on September 18. For the first time in a long time, the election will be held according to the mixed scheme – 225 deputies elected in single-mandate constituencies, even 225 – on party lists.
