In the draft Federal budget for 2016 revenues are pledged at level of 13,738 trillion rubles, and expenditures – 16,098 trillion rubles. The audit chamber and the Finance Ministry broke in the projections of revenue in the budget.

MOSCOW, 27 Jan. The accounts chamber (JV) of the Russian Federation was separated from the Ministry of Finance on forecasts of revenues of the Federal budget in 2016: according to preliminary data of the expert auditor of the chamber, they will be 126 billion more than expected by the government, said the head JV Tatyana Golikova.

“We are based according to the budgetary legislation on the forecast and on the main indicators of the socio-economic development, and, according to our experts (we have not yet completed), our additional assessment revenue is estimated at 126 billion rubles,” — said Golikova, speaking at the parliamentary hearings in the Federation Council.

In the draft Federal budget for 2016, which on Friday, the government submitted to the state Duma, its revenues are pledged at level of 13,738 trillion rubles, and expenditures — 16,098 trillion rubles.

The main volume was found JV additional income is generated by revenues that are administered by the Federal customs service (FCS) of Russia, first and foremost, this is additional income on VAT on goods imported to the territory of Russia.

In addition, the chamber notes the absence of any planned work to remedy the situation with the backlog of unpaid fines that should go into the budget.

“This volume of receivables as of July 1, 2015 amounted to 1.4 trillion rubles, of which 830 billion rubles accounted for the fines mostly for violations of currency laws that are administered by the Rosfinnadzor”, — said Golikova.
