At the moment the Federal law on basic guarantees of electoral rights and the law on elections of state Duma deputies differ, said CEC member Maya Grishina of Russia. The CEC will prepare a proposal on the timing of these laws.
MOSCOW, 27 Jan. The electoral legislation in General is ready for parliamentary and regional elections in 2016, however, the CEC will prepare a proposal on the enforcement of basic norms of electoral law (Federal law on basic guarantees of electoral rights) in accordance with the law on elections of deputies of the state Duma, as now they diverge, said Tuesday member of the CEC, Maya Grishina.
“If you evaluate in General the legislation on elections, we can say that it is generally ready for the next unified voting day,” said Grishina at the enlarged meeting of the Federation Council, devoted to practice of application of electoral legislation in the September regional elections.
She added that the CEC has almost completed the monitoring of the legislation of the regions, but not all the “roughness” is still not smooth.
“The main problem we have is the sync of the law on elections of deputies and the law on basic guarantees. Now in some matters, these laws differ. We will prepare proposals on the enforcement of the law on guarantees synchronization in accordance with the law on elections of deputies of the state Duma. That’s what happened, although the law on the guarantees is considered basic, and the law on election of members — special”, — said the member of the CEC, adding that “it is advisable to work on synchronization has been carried out in this session”.
