The draft law introduces a classification of the GTS depending on their height and the soil type of reason, purpose and operating conditions, maximum head of water retaining structure and of possible consequences of hydrodynamic accidents.
MOSCOW, 27 Jan. The government submitted to the state Duma a bill introducing a classification of hydraulic structures on the territory of Russia and containing a complex of measures on improvement of legislation in this area, should from the database of the lower house of Parliament.
According to the explanatory note to the draft amendment proposed in the Federal law “On hydraulic structures safety”.
The bill specifies the scope of the Federal law “On safety of hydrotechnical constructions”, introduced the concepts of “exploitation of hydrotechnical structures” and “owner of hydrotechnical facilities”, clarifies the obligations of a holder of hydraulic structures (GTS).
Also the draft law introduces a classification of the GTS depending on their height and the soil type of reason, purpose and operating conditions, maximum head of water retaining structure and of possible consequences of hydrodynamic accidents. According to this classification the GTS will be divided into four classes: class I — extremely high hazard class II — high hazard class III — medium risk and class IV — low hazard.
Regarding the GTS class I of the bill provides for a regime of constant supervision. Planned inspections of organizations operating GTS class I and II, it is proposed to carry out no more than once per year class III — one times in three years, scheduled inspections GTS class IV proposed not to conduct.
Regulatory Declaration of security will be limited during the operation of the GTS I, II and III and GTS classes all classes in the design and preservation or liquidation.
Also avoids duplication in terms of approvals by authorized Federal bodies of Executive power in the sphere of state supervision over safety of hydraulic structures of safety criteria, which are an integral and mandatory part of the Declaration of safety of hydraulic structures.
“The bill will enable to increase the efficiency of the Federal state supervision in the field of safety of hydraulic structures”, — stated in the document.
According to the feasibility study of the bill, its implementation will not require additional expenditures of the Federal budget.
