Novak supported the proposal of the Ministry of Finance to introduce the tax after 2016


Thus, according to the head of the Ministry of energy Alexander Novak, the added tax revenue should not replace the subject of the tax financial result under the old fields, as the tax applies mostly to new fields.

MOSCOW, 28 Oct. Minister of energy Alexander Novak supported the proposal of the Ministry of Finance of the Russian Federation on the introduction of the added tax income (JPM) for the oil industry after 2016.

Finance Minister Anton Siluanov on Tuesday said that the Ministry will insist on the gradual introduction of elected members after 2016.

“For 2016, the issue will be worked out to 2017 (to act). As I heard, I thought, and since 2016 is impossible, it changes to the legislation need to be taken now,” said Novak journalists, answering the question of how the Ministry evaluates the proposal of the Ministry of Finance on introduction of the tax in 2016.

“We believe that NDM — for new deposits, too, as an option, but it should not replace the subject of the tax on financial result (NFR) on the old fields. Because the tax applies mostly to new fields. We welcome this decision and will work together to support”, — said the head of the Ministry of energy of the Russian Federation.

Earlier the energy Ministry has proposed to reduce the tax burden on depleted field by using the tax on financial result (NFR). The bill submitted to the Duma.

The Finance Ministry, however, felt targeted benefits and proposed to introduce a tax for all deposits. Deputy Prime Minister Arkady Dvorkovich said that the decision to impose PR in the oil industry accepted and will not be reviewed; at the same time will be worked out by the Finance Ministry’s proposals on the introduction of the NDM.
