MOSCOW, October 30. The state Duma Committee for science and high technology on Friday recommended the lower house of Parliament to reject in the first reading the draft budget for 2016. This is stated in the Committee’s opinion is posted in the Duma’s electronic database.
“The Committee of State Duma on science and high technologies recommends to reject the draft Federal law”, – stated in the conclusion. The Committee members consider “inexpedient the further reduction of budgetary allocations on science and education”.
The deputies are convinced that the budget for 2016 must be given the necessary funds, “in financing of science and education to achieve the values prescribed by the presidential decree “On measures to implement state social policy” and presidential decree “On measures on realization of state policy in education and science”.
According to the authors opinion, the government should “develop a system of measures on increase of responsibility of Federal Executive bodies, state clients and performers of state programs for targeted and effective spending of budget funds, the achievement of scientific and scientific-technical results on the level of modern demands”.
The MPs also consider it necessary to increase the responsibility of the state academies of Sciences and state funds of support of scientific, scientific-technical and innovative activity for waste of budgetary funds and achievement of corresponding results.
The Committee, which includes only two representatives of United Russia (the other members of the opposition), headed by spywares Valery Chereshnev.
Who backed the project
Previously the draft budget was supported by the Committee of Council of Federation on budget and financial markets, and the agrarian Committee of the state Duma, the state Duma Committee on industry and the Committee on labor, social policy and veterans ‘ Affairs.
At the same time, in the opinion of the state Duma Committee on education stated that the draft budget for 2016 in its current form does not provide the necessary rates of development of education in Russia, as spending on this sector can be reduced by about one-tenth – planned 636 billion to 579 billion.
