Out of hundreds of facilities built under the Federal targeted investment programme, completed only 20, said state Duma speaker Sergei Naryshkin. According to him, the state can’t afford spending that does not give a specific result.
MOSCOW, 3 Nov. The situation of unfinished construction in the framework of the Federal targeted investment programme (FTIP) need to be corrected with the help of parliamentary oversight, says state Duma speaker Sergei Naryshkin.
According to him, the key test of fiscal policy today is the effectiveness of budget expenditures. “The state can’t afford spending that will not result in specific brand certain time periods. I again remind of the problem of unfinished construction in the framework of the Federal targeted investment programme. And this year, according to the chamber, several hundred such objects completed only 20. And, of course, even to use the term efficiency in this situation, I just do not dare”, — Naryshkin said at a joint meeting of committees of the state Duma on budget and taxes, Finance and ekonompolitike.
“Of course, we together the situation needs to be corrected, including methods and tools of parliamentary control” — believes Naryshkin.
“I am convinced that it is imperative that new facilities proposed for funding only if all the necessary documentation, project documentation, the state review presented to Parliament together with the draft budget,” he said.
As stated earlier, Prime Minister Dmitry Medvedev, the total amount of budgetary resources that will be used for implementation of the FTIP exceeds 1 trillion rubles. Must be built or upgraded around 1800 different objects without taking into account the state defense order, and more than 600 facilities must be commissioned before the end of the year.
