Putin signed the law about deprivation of mandates of deputies for the lack of income declarations


MOSCOW, November 4. The President of Russia Vladimir Putin signed a law that introduces an additional responsibility in the form of deprivation of office for the deputies of all levels, as well as senators and municipal officials for the lack of required by law the term of declarations of income and property. According to the law, for failure to submit or untimely submission of information about income, expenses and property it is proposed to introduce additional responsibility in the form of preschedule addition of Deputy mandates, primarily for members of the Federal Assembly of the Russian Federation, the regional Legislatures. “This type of responsibility is already provided for opening accounts (deposits), store cash and values in foreign banks located outside the territory of the Russian Federation, owning and (or) use foreign financial instruments”, – stated in the accompanying documents.

In addition, the law tougher indiscipline for the deputies of all levels and municipal officials. Their duty was not only Declaration of income, expenses and property, but also information about the presence of conflict of interests and liquidation of foreign accounts.

Because municipal deputies and officials of the rule on the liquidation of foreign accounts is introduced for the first time, they will be given 3 months from the date of entry into force of the law.

In anti-corruption law introduces new categories of parliamentarians in leadership positions in the representative body Chairman, his deputies, heads of committees and commissions and their deputies, who are obliged, regardless of, work for pay or on a voluntary basis, to declare the income and expenses to close accounts and declare a conflict of interest. The same rule applies to heads of administrations of municipal unions and city managers. For “ordinary members” working on temporary basis, required only the need to declare a conflict of interest. Otherwise, maybe also raise the question of divestment.

Still in the law, it was determined that the deputies of the state Duma and regional parliaments, as well as members of the Federation Council before April 1, provide information about income and expenses (for the previous year) their spouses and minor children, but the responsibility for their failure and violation of terms was missing.
