Officials should be allowed to participate in the management of the companies, but they should be responsible for decisions taken on the advice, and for the effectiveness of the implementations of the adopted efforts, said Deputy Anatoly Aksakov.
MOSCOW, 5 Nov. The head of the Duma Committee on economic policy Anatoly Aksakov considers that the participation of officials in the management of state corporations can be resolved, but at the same time increase their responsibility in boards of Directors.
“I think this is normal,” — said Aksakov, commenting on the use of officials in the management of the companies, adding that it is necessary to increase the responsibility of state representatives in the Board of Directors for the results of the management of state corporations.
“They should be responsible for their part. If a company is working inefficiently, including if the decision of the Board of Directors are the same, then the question naturally arises, what do the state representatives. Officials should be responsible for decisions on the councils, and, in the end, for the efficiency of the implementations of the adopted efforts,” — said Aksakov.
Since the beginning of 2015, a ban for civil servants to participate in the management of economic entities. Prior to that, officials had been banned only entrepreneurial activity.
The Ministry of economic development proposes to allow corporations to involve in the management of their subsidiaries of Federal officials — the bill of the Ministry published on the official portal for posting information about the preparation of legal acts.
