MOSCOW, November 5. Investigation of events in Odessa, which took place in may 2014, is impossible because of the politicized approach of the representatives of Executive and legislative power, which, in essence, were involved in these tragedies. This was stated by the official representative of the Russian foreign Ministry Maria Zakharova in connection with the publication of the report of the International Advisory group under the auspices of the Council of Europe on investigation of the Odessa tragedy.
“The document of the International consultative group actually acknowledges the impossibility of carrying out in the current Ukrainian realities of independent and effective investigation into the mass deaths of people during “euromaidan” from November 2013 to February 21, 2014 in Odessa on may 2, 2014″, – said the diplomat.
“The reason for this is that the staff of the investigative bodies of the security Service, interior Ministry, emergencies Ministry and courts of Ukraine, even if they wanted to do impartial truth, are constantly confronted by a politicized approaches of the representatives of Executive and legislative power, which, in essence, were involved in the tragedy”, – said Zakharov.
The diplomat stressed that Moscow considers necessary to consider the report of the International consultative group (ICG) on one of the next meetings of the Committee of Ministers of the Council of Europe (CMCE).
According to Zakharova, the report is “the Council of Europe’s contribution to international efforts to maintain fair and impartial investigation of the tragic events in Odessa”. “In this regard, we welcome him,” said she.
Of particular concern, continued the diplomat, “is the fact that after a year and a half after the death of 48 people in a fire in Odessa House of trade unions, surrounded by 2 may 2014, the militants are forbidden in the Russian Federation extremist Ukrainian organization “Right sector”, charges a number of active participants in those events are not filed, the investigation on many episodes not started, some of the evidence in the case of fire, destroyed, and ongoing investigation of one-sided, fragmentary, contradictory and unlikely to lead to the truth”.
“Still in investigation materials there are no proper assessment of what the police and other authorities did not take the necessary measures for the prevention and timely suppression of fire in the House of trade unions”, – said the diplomat.
“Russia considers necessary subject to consider at a future meeting of the Committee of Ministers the present report ÁG SE about the tragic events in Odessa, as well as a report on the measures taken by the Ukrainian side in the first report of the CE on the progress of the investigation into the events in Kiev during the “euromaidan” from November 2013 to 21 February 2014 and to take the necessary recommendations,” said the official representative of depodesta.
Russia calls upon the authorities of Ukraine and other COE member States “continue to fully support the International Advisory group under the auspices of the CE until the completion of the investigation by the Ukrainian authorities of mass violations of the European Convention on human rights on the territory of this country.”
