MOSCOW, 7 Nov. The state Duma Committee on budget and taxes recommended that the lower house of Parliament to adopt in the first reading a bill that increases the penalties for gross violation of requirements to accounting.
The draft law submitted by the RF government, increases the size of penalties for the offense, setting them in the range of 5 to 10 thousand rubles. These amounts are determined on the basis of established articles 15.11 of the administrative code of the fines, restated for inflation for the period 2002 to 2014.
According to the current norm of the administrative code, for this type of violation stipulated penalties for officials in the amount from 2 thousand to 3 thousand rubles.
For repeated administrative offences the bill introduces fines of from 10 to 20 thousand roubles or disqualification for the term from one year up to three years.
The composition of administrative offences is complemented by actions that are prohibited by the legislation of the Russian Federation on accounting (registration of non-existent facts of economic life, imaginary and pretended objects accounting ledgers; management accounting beyond the applied registers of accounting; preparation of accounting statements on the basis of data of accounting registers and other).
The bill also establishes the responsibility for the lack of accounting records that may be stored in accordance with the requirements of this law. At the same time a change is made in establishing the limitation period for bringing to administrative responsibility for violation of legislation on accounting of the Russian Federation, is two years from the date of the offence.
