MOSCOW, 9 Nov. The Russian President Vladimir Putin on Monday in Sochi begins a series of meetings with representatives of the military-industrial complex (MIC) and chief designers, told reporters on Friday, press Secretary of the head of state, Dmitry Peskov.
“Monday, the President will resume the practice of regular meetings with representatives of the defense Ministry and the chief designers of the enterprises of the military-industrial complex. It will work in Sochi during the week every day there will be another session of immersion in the subject of the military-industrial complex, defense procurement and military construction”, — said Peskov.
In addition, according to him, there will be a number of other meetings, including international contacts.
INDEPENDENCE FROM IMPORTS
Earlier, Putin noted that the defense enterprises of the Russian Federation due to the import substitution program become more independent from imported components.
“Implementing a program of import substitution in the defense sector. Russian manufacturers become more independent of imported components”, — said the Russian President, opening the meeting of the Commission on military-technical cooperation of Russia with foreign States.
Putin also said that the portfolio of orders of the enterprises of the Russian military-industrial complex is more than 50 billion dollars, and the interaction with foreign countries in military-technical area continues to increase.
“Russia continues to increase its interaction with foreign countries in military-technical field. The portfolio of our companies well over 50 billion dollars”, — stressed the head of state.
In addition, Putin noted that the Russian military-industrial complex it is necessary to improve the planning, financing, coordination of works, directed on the formation of advanced scientific and technical potential. The President added that he expects that the inconstruction will be able to find a new solution “for more efficient implementation of critical projects to ensure the defence and security of Russia”.
In January, Putin signed a decree on the General constructors who will lead the creation of strategic weapons systems and, accordingly, will have broad powers for the resources of the projects. It is expected that these designers will be no more than 20.
THE FINANCIAL STABILITY OF THE MIC
The President of the Russian Federation indicated that negative changes in key macroeconomic indicators require the maintenance of financial stability of enterprises of the military-industrial complex of Russia. In this connection, you need to attract more investment.
According to him, the long-term programme in the field of armaments are certain, firm prices, not subject to change during task execution. Putin noted that the value of the real rate of inflation is determined only at year-end, i.e. when the obligations under state contracts must be fulfilled.
“However, when an adverse change in the key macroeconomic indicators of the enterprises get into a difficult situation. They lose the profit that could be spent on development, there are difficulties with the budget planning. In this regard, it is necessary to develop approaches that balance the financing of government contracts. I will emphasize, strictly within the allocated resources,” the President said.
“All it is clear that the rate varies and money different look, but we need not paper indicators, we need, as you yourself often say, “stuff”, made in metal, and coming to arms,” — said the Russian leader.
The head of state noted that in order to strengthen the economic status of defense enterprises need to attract additional investment funds that will help to develop basic military and industrial technology, to conduct applied research and development to create advanced weapons and military equipment.
Earlier it was reported that from the beginning, the troops received more than 2,2 thousand units of modern military equipment. Among them is the su — 35, su-35S, Mi-MTV, radar station, the only thing is, armored infantry, vehicles, complexes of unmanned aerial vehicles.
According to the President, in the armed forces of the Russian Federation by September we shipped about 52% of major weapons provided plans for 2015 that indicate a properly structured, coordinated actions of the defence industry, the mod and industry.
The President demanded to further improve the sustainability of defence industry enterprises and to create conditions enabling to comply with orders.
Moreover, Putin repeatedly stressed that Russia needs to go its own production of complex components, military equipment, and the program of import substitution should be given special attention, since it “plays a crucial role in providing military and technological security of Russia”.
The President noted that import substitution in the defence industry from the middle of 2014. “We need to take into account that we now turn to the substitution of increasingly complex assemblies and components and the timing of production and deliveries to the armed forces — hard,” he added.
THE RATE OF IMPORT SUBSTITUTION AND EXPORT PRIORITIES
Attempts of Western countries to position Russia as a country “in isolation”, sanctions, and unfair competition triggered the demand in import substitution of components in industry and the defence of the country.
As previously said Deputy Prime Minister Dmitry Rogozin, the hard pressure on Russia by the US and NATO countries is largely due to the major work of the Russian Federation on modernisation of the Armed forces.
Rogozin stressed that if we talk about the substitution of components from Ukraine, this 186 armaments and special equipment, from the EU and NATO — 860 equipment. According to him, “it’s a big job, and it should largely be completed by 2018”. “Although some very difficult items will be replaced until 2020,” — said the Deputy Prime Minister supervising the defense industry.
In the part of the state defence order is a new system of control over budget funds, the first tranche under the new scheme were held on September 9-10.
In defense I have no doubt that the industry will cope with the state defense order in 2015 to not less than 95%. Although Ground troops have to save in connection with exchange rates, but the need to increase the share of modern weapons requires the abandonment of expensive solutions and finding better options — for example, modernisation. Thus, the Agency plans to continue the improvement of T-72 tanks and, starting in 2016, the upgrade of nearly 400 T-90 tanks in version of the T-90MS.
In Rosoboronexport noted that the plan of export of arms and military equipment for 2015 will be made in the specified time, despite Western sanctions. Deputy Director General of Rosoboronexport Sergei Goreslavsky stressed that unfair competition from imposing the sanctions of the countries of the results achieved.
In FSMTC of Russia stressed that the price of Russian weaponry, proposed for export, are not going to reduce because it is an important element of replenishment of the budget of the country and development of the military-industrial complex. In turn, the Russian foreign Ministry is working on expanding the share of national currencies in the calculations of the PTS.
The emphasis in the export of Russia will make high-tech products (according to Rogozin, its share in the total volume of the MIC has increased over the year from 53% to 63%), and a new niche for the Russian offer to develop the means of suppression of unmanned aerial vehicles.
