The speaker: the chances of avoiding a food embargo against Ukraine a little


MOSCOW, November 10. Russia will take all measures to protect its economy, likely to avoid food embargo against Ukraine are small. About it in interview to TV channel “Russia 24” the Minister of economic development of Russia Alexei Ulyukayev.

“The chances are very slim. Unfortunately, colleagues don’t hear our concern and, I would say, formally relate to our understandings of risks and ways of their removal, the Minister said. – The risk is substantial, and we will take all measures to protect our economy. We, of course, would like to see these measures were adopted on a multilateral basis, if we fail, we will take them on a unilateral basis, by entering a protective mechanism the most favoured nation, the abolition of preferential treatment in trade with Ukraine and the introduction of the food embargo”.

Ulyukayev also said that Russia is ready to impose unilateral protective measures in trade and predamage against Ukraine if no compromise on Ukraine’s Association agreement with the EU. “We will take all measures to protect our economy. Of course, we would like to see these measures were adopted on a multilateral basis. If not, we will take them on a unilateral basis, by entering a protective mechanism the most favoured nation, the abolition of preferential treatment in trade with Ukraine. And the introduction of the food embargo,” said the Minister.

1 December will be held a trilateral Ministerial meeting on Association of Ukraine with the EU.

At the beginning of September in Brussels held a trilateral Ministerial meeting EU-Russia-Ukraine, where it was stated that the implementation of the agreement on Association of Kiev with the European Union will start on 1 January 2016, the European Commissioner for trade Cecilia malmstr̦m after the meeting noted that the draft implementing decisions on the Association EU РUkraine will be ready in October-November.

Russia, the EU and Ukraine should prepare the intergovernmental agreement or international agreement on this issue.

Another expert round was held in early October 2015. For this meeting, the EU has prepared its own version of the document on the settlement risks. According to the speaker, the experts considered it unacceptable that Treaty and decided to explore the option proposed by the Russian side. According to him, if Russian proposals will not be accepted in a legally binding form, Russia will impose the usual trade regime for Ukraine, without giving previous preferences.

Among the proposals of Russia, which were previously announced – parallel use up to 2025 in Ukraine, working now in the country technical regulations of Russia and Customs Union and new EU regulations. Russia also proposed to set quotas for Ukrainian goods from “at risk” in the case of the implementation of the agreement on Association of Ukraine with the EU.
