Deputies propose to introduce a toll collection from heavy vehicles in test mode


MOSCOW, November 12. The state Duma Committee on transport invited the Ministry of transport to introduce toll collection from heavy vehicles to start in test mode. This was stated by the head of the Committee Evgeny Moskvichev (“United Russia”).

“We want a program that has been implemented since November 15, has been in test mode, and then look more carefully pricing policy”, – he explained.

As one of the solutions to the problems Moskvichev called the introduction of “advance payments” for owners of cargo transported by trucks.

“Maybe the owner of the cargo, who orders a (heavy) car, need to make advance payment 20-30%, to be calculated per kilometer, passing through the territory of Russia”, – said the head of the steering Committee.

According to him, the Committee “is working with the Ministry of transport” to discuss a possible trial for the program for charging heavy vehicles.

The Moskvichev said that the Ministry has already done a lot on the observations of the Committee, “has eliminated many shortcomings”. In particular, we have reduced the number of documents required from carriers, with a reduced charge trucks weighing over 12 tons. She will be charged in the amount of 1,53 rbl. for km instead of the originally proposed 3,73 RUB.

From 15 November in Russia there will be a fee for drivers of trucks weighing more than 12 tons of tolls on Federal highways. In the period from 15 November 2015 to 29 February 2016 Board with trucks weighing over 12 tons will be charged in the amount of 1,53 rbl. for km.

Later in the period 1 March 2016 to 31 December 2018 the tariff will be increased to 3.06 rubles. per km. Until may 1, 2016 owners of such vehicles will not be fined for the violation of this requirement outside of the Moscow region.

Meanwhile, in Russia’s regions drivers of heavy vehicles was held on Wednesday to protest against toll collection with trucks. Actions with the participation of hundreds of drivers of heavy trucks were held in the suburbs, near Novosibirsk, Karelia, Udmurtia, the Belgorod region and in other regions.
