MOSCOW, November 12. A group of deputies of the state Duma, formally included into fraction “Fair Russia”, proposes to introduce a three-year moratorium on the introduction of fees for trucks weighing more than 12 tons for the use of Federal highways. The corresponding bill introduced by the lower chamber and placed in the electronic database of the state Duma.
The authors of the project are deputies Oksana Dmitrieva and Ivan Grachev, Andrey Krutov and Natalia Petuhova who has refused membership in “Fair Russia”.
“We consider it reasonable in terms of socio – economic crisis in Russia to postpone for three years the introduction of the charge on account of compensation of harm, caused to the automobile roads of Federal value by vehicles, having the resolved maximum weight over 12 tons”, – stated in the explanatory note to the bill.
The authors of the initiative claim that the current system of fines for violation of traffic rules with a tendency to increase, increasing vehicle tax, lack of roads and roadside infrastructure, the growth of prices for spare parts and fuel “form is not the best conditions for doing business in the field of road transport and significantly affect its profitability”.
Parliamentarians stress that the majority of trucks purchased on credit and are pledged to the banks and additional financial burden will complicate the schedule of payments from owners. “Can be completely destroyed by the organized system of interaction of small business customers of carriage, banks, lending companies, and other entities serving the sector of the economy,” the authors of the project.
From 15 November in Russia there will be a fee for drivers of trucks weighing more than 12 tons of tolls on Federal highways. In the period from 15 November 2015 to 29 February 2016 Board with trucks weighing over 12 tons will be charged at $ 1.53 per ruble per kilometer. Later in the period 1 March 2016 to 31 December 2018 the tariff will be increased to 3.06 ruble per kilometer. Until may 1, 2016 owners of such vehicles will not be fined for the violation of this requirement outside of the Moscow region.
Meanwhile, in Russia’s regions drivers of heavy vehicles held on the eve of protests against toll collection with trucks. Actions with the participation of hundreds of drivers of heavy trucks were held in the suburbs, near Novosibirsk, Karelia, Udmurtia, the Belgorod region and in other regions.
