IRKUTSK, 12 Nov. The government of the Irkutsk region plans in 2016 to increase support to agricultural producers, giving 17.1 million rubles for compensation of interest on loans, said Governor of the Irkutsk region Sergey Levchenko, commenting on the results of the district meeting dedicated to the harvesting campaign in 2015, reports the press service of the regional government.

It is planned that the regional budget will compensate a part of interest rates on credits for which agreements have been made with the extension of the action or settlement agreements.

“Next year for agricultural producers in the region will be difficult. The issues of over-indebtedness of large organizations and the high interest rates on loans. In this regard, raises costs for feasibility upgrading of production, purchase of seeds of high yielding varieties, breeding of young animals. We cannot accept the reduction in the rate of growth of agricultural production, stagnation of the food market” — said Levchenko.

He added that the regional government plans to provide state support to development of commodity fish culture, the purchase of breeding young cattle for dairy, as well as on the production and processing of vegetables. The farmers will be able to count on reimbursement of expenses on creation and modernization of agriculture.

“We now have to decide the issues on development of crops, livestock, transfer them to new technologies, technical re-equipment of agricultural production. It is necessary to work on creation of conditions for development of small forms of management, to attract and retain young professionals in agriculture, development of social sphere of the village and improving the living conditions of rural residents of the Angara region”, — said the head of the Angara.

Implementation of state support measures, he said, already has reduced the share of unprofitable agricultural organizations in the region. The proportion of profitable farms in the first half of 2015 is 93%. The level of profitability including subsidies reaches to 21.8%, excluding subsidies occupies 15,5%.
