The Ministry opposes the installation of minimal indices. In the case that the regional authorities would reasonably want to set a growth rate, for example, to water higher than envisaged in the forecast, they will have to compensate for its lower growth rate, for example, heat.
MOSCOW, 13 Nov. The Ministry of construction and housing and communal services of the Russian Federation proposes to allow the regions themselves to determine the indices of growth of tariffs for separate kinds of utilities within established Federal centre of growth of total payment, said Deputy Minister Andrei Chibis.
He explained that the total payment, which includes including payments for electricity and heat produced in cogeneration mode, in which today the Federal government represented by the Federal Antimonopoly service can set a limit on the growth indices, including minimum.
“Our position as a Ministry is to set a limit on the minimum indexes is unacceptable. Within the constraints that there are and actors launched by the government of the Russian Federation, subjects should be complete freedom for the regulation of certain industries,” said Chibis.
According to him, the regional authorities if reasonably want to install the rising rate of water is higher than the forecast, then they have the right to do it, but will have to compensate for its lower growth rate, for example, on electricity. However, the minimum indices do not allow them to do this now, said the lapwing.
