Putin: the purpose of the operation in Syria support Assad, and combating international terrorism

MOSCOW, November 13. The purpose of the operation of the Russian air force in Syria support Assad, and combating international terrorism. The President of the Russian Federation Vladimir Putin declared it in interview to news agencies “Interfax” and “Anadolu”.

“At the request of the legitimate government of Syria, we conduct the operation of the aerospace defence forces in this country. Again, its main purpose is not to support Bashar al-Assad, and combating international terrorism, – said the Russian leader. – We regularly try to blame the fact that we are bombing the so-called moderate opposition, although no evidence – no. Moreover, we are already cooperating with it, including the Syrian free army. Russian aircraft carried out several strikes on its specified goals.”

Putin recalled that Russia has from the outset advocated that the fate of Syria was decided by the people. “It is gratifying that at the meeting in Vienna of the Group’s support of Syria, on 30 October, the foreign Ministers of 17 countries and representatives of the UN and the EU supported such an approach to secure it in the final joint statement, as a collective opinion”, – said the head of the Russian state.

Answering the question about what kind of “road map” proposed by Russia to resolve the situation in Syria, Putin has noticed that to prepare such a plan should not our country. “Card” shall develop and adopt the Syrians themselves, – said the President of the Russian Federation. – However, we do have considerations about how external forces could help the Syrians to defeat the terrorists and get out of the crisis”.

According to him, these proposals are now actively promoting Russian diplomacy. “They’re not dogma, but an invitation to the partners to continue a serious conversation, and how constructive it will be, depends largely on whether it’s going to go to take decisive collaborative action that will defeat ISIS, to restore Syria as a United, sovereign and secular state, to provide safe living conditions for all people, regardless of their ethnic and religious affiliation, to open up prospects for socio-economic revival of the country, – Putin said. – I repeat: only Syrians must determine their own future, to choose their government leaders.”

He recalled that the logic of international law, the Russian authorities were guided, taking the Syrian President Bashar al-Assad in Moscow. “Let’s think, how legal and ethical it would be our conduct if we were invited to Moscow the head of a friendly state and thus put before him the question of his retirement? – asked a rhetorical question Putin. – Syria is a sovereign country, Bashar al-Assad – President, elected by the people. So do we have a right to discuss such issues? Of course, no. Only those who feel their uniqueness, allow themselves to behave in such a shameless way, to impose our will.”

The Russian military launched operation against the militants “Islamic state” and “dzhebhat EN-Nusra” (organization banned in Russia) in Syria on 30 September, at the request of Syrian President Bashar al-Assad. In the air group included more than 50 aircraft, including the su-34 and su-24M, su-25, su-30CM, Mi-8 and Mi-24. Also in operation in early October, were engaged by ships of the Navy of the Russian Federation, which struck at targets of terrorists cruise missiles of sea basing “the Caliber of NC” from the Caspian sea. Since the beginning of military actions of the Russian pilots destroyed more than 2 thousand objects of the militants. To participate in a ground operation, Russia does not intend.

“We are ready to consider any reliable information”

Putin said that Russia is ready to consider its actions in Syria any reliable information about the presence of terrorist groups.

“Meanwhile, we are ready to consider our actions any reliable information about the presence of terrorist groups. We even have experience of cooperation with the Syrian free army (FSA), said the President of the Russian Federation. Russian aircraft carried out several strikes on its specified goals. However, we excluded the areas indicated by the FSA commanders how they control”.

According to the Russian leader, this example “proves once more that we cannot bomb the so-called “moderate” opposition and the civilian population”.

Putin said that Russia is open to cooperation with the United States.

“We are ready to cooperate with Washington, despite the fact that their actions in Syria violate international law – there is no relevant resolution of the UN Security Council, no appeals to the Syrian leadership,” he said.

While speaking about the timing of operations in Syria, the President drew attention that the Russian forces set a clear objective – to provide air support for the offensive of the army of Syria on terrorists.

“Therefore, the stay of our military will be determined solely by the implementation of this goal,” he said.

Meanwhile, Putin emphasized that Russia’s actions in Syria, and the possible risks and consequences “have been carefully, a lot of times is counted, and everything necessary for resources – both financial and technical – there”.

The Russian Federation relied on coordination with the United States

Starting air operation in Syria, Russia relied on coordination with the coalition antiepilepsy USA, but didn’t get it, Putin said.

“We proactively informed the U.S. side and the NATO leadership about the beginning of hostilities. – recalled the Russian leader. – I counted at least normal in such cases dense military expert coordination with the American-led international coalition antiepilepsy. Even with all the fundamental differences in the approaches of Russia and the United States to estimates of the Syrian crisis”.

However, he said, “the reaction from American and Western partners has been very restrained”. “Although, it would seem that ISIS and similar extremist groups operating in Syria pose to our countries is definitely a common threat, said the President of the Russian Federation. – We have not managed to move on approval of the Memorandum of understanding between the defense Ministries of Russia and the USA on the prevention of incidents and ensuring the safety of aviation during operations in Syria. And even then with reservation on the part of Americans that this kind of interaction in no way should be regarded as a normalization of contacts in the military sphere, frozen in their initiative.”

Putin said that the US did not want to respond to the Russian proposal to conclude a special agreement on the rescue of crews of military aircraft, despite the fact that at the time, started the U.S. operation in Afghanistan, Russia to a similar request on their part responded promptly. “We have not received any reply to our offer of Russia for planning operations HQs in Syria, American intelligence, although repeatedly appealed to the United States for such information”, – complained the Russian President.

The positions of Russia and Turkey on Syria different

Putin also said the positions of Russia and Turkey on the issue of Syria vary, but this does not prevent bilateral contacts.

“Yes, indeed, our countries have different positions on the crisis in Syria, but it is important that Russia and Turkey share the same priorities – our country support the normalization of the situation in the region and effective counter – terrorism,” he said.

“At the same time existing differences should not harm bilateral relations; on the contrary, the accumulated experience of constructive cooperation actively use to find points of contact,” he said.

Putin stressed that on the background of the introduction of U.S. and EU unilateral sanctions against Russia, “Turkey has taken an independent position”. “Holding Ankara independent, the national interest foreign policy deserves great respect,” he said.

“This pragmatic approach opens new horizons for the development of Russian-Turkish cooperation, first of all its part”, – said the President of the Russian Federation.

Single list

Putin urged the international community to form a single list of extremist organizations, in order to make the fight against terrorism effective.

“It is necessary to form a single list of extremist organizations. And Russia has already transferred to this account your suggestions – during the Vienna meeting of the support Group Syria,” – said the Russian leader.

In his opinion, to make combating terrorism more effective, “it is necessary that the international community develop a shared understanding – who are considered terrorists.”

“It’s not the name of the group – it can be quite “innocent”, and in what methods she used,” – said the Russian President.
