The Ministry of economic development intends to expand the measures of state support of residents of the TOR


The Ministerial bill will, in particular, to encourage towns to use their own resources in the most effective manner through efficient use of privileges and preferences, as well as to increase the overall level of investment attractiveness of regions.

MOSCOW, 13 Nov. The Ministry of economic development of Russia proposed to expand the measures of state support of residents of the territories of priority socio-economic development (AASED), the corresponding document posted on the portal of projects of legal acts.

The Ministry, in particular, proposes to exclude from the Federal law transitional provisions, limiting to 30 March 2018 with the opportunity of creating AASED on the territories of Federal districts of Russia, except the far Eastern Federal district and the territories of single-industry towns. The omission of these transitional provisions of the law will allow, including to establish the possibility of creating AASED on the territories adjacent to the territories of closed administrative-territorial formations.

In order to diversify the economy of single-industry towns through increasing investment activity aimed at establishment and development of industries, the bill is scheduled to distribute a special legal regime of entrepreneurial and other activity in the application of the customs procedure of free customs zone for the residents AASED located on the territories of single-industry towns.

However, the MAYOR wants to expand the category of single-industry municipal entities of the Russian Federation, in the territories which allowed the creation of areas of advancing socio-economic development. It can include towns of the second category in which there are certain risks of worsening socio-economic situation, high unemployment.

Given the high potential for the stabilization of the difficult economic situation of single-industry towns, is related to the second category, the proposed extension to them of measures of state support is likely to be most effective and will prevent their transition into the first category with the most difficult socio-economic situation, is marked in the explanatory note to the draft.

“The bill will expand the measures of state support of residents AASED, including on the territories of single-industry towns, encourage towns to use their own resources in the most effective manner through efficient use of privileges and preferences, to improve the overall level of investment attractiveness of Russian regions, which, in turn, will improve the quality of life of the population, and reduce the likelihood of occurrence of social tension”, — is spoken in the explanatory note.
