The payment for damage of automobile Federal roads by trucks weighing more than 12 tons of “Plato” has already passed all the tests. The rate will be 1.53 per one ruble per kilometer.
MOSCOW, 14 Nov. The Russian authorities from November 15 to introduce a new system of charging fees for damage of automobile Federal roads by trucks weighing more than 12 tons. Despite the fact that the conversation about this mechanism is more than one year, a few days before the launch of the system “Platon” carriers are talking about her unwillingness to work, truckers held protests in several regions.
In Ministry of transport declare that the system “Plato” passed all the complex tests, the operator in advance has opened different channels of registration for vehicle owners and problems with the supply of products to the regions and never will be. The President’s press Secretary Dmitry Peskov called on the parties to show flexibility and compromise in the current situation, assuring that the Ministry of transport and relevant agencies are kept under control. Aware of what is happening and the head of the Russian state.
The toll collection from heavy vehicles will be on 50,77 thousands of kilometers of Federal roads, among the users of the system — the Russian companies-owners of about two million trucks permissible weight of over 12 tons and foreign logistics companies. The system is created on the basis of the PPP project, the contractor is the company “RT-invest the Transport system”, the state customer — the Federal road Agency.
The story of rate
Initially the government set the rate for heavy vehicles on level 3.73 per one ruble per kilometer. The MAYOR has proposed to set tariffs at a level of 0.97 ruble per kilometer, justifying this figure the data of the expert community on an average annual mileage of heavy trucks. Then Deputy Minister of economic development Oleg Fomichev said that in the current environment, in the next three years it is necessary to run the system, and the state in this period ready to relinquish those funds, which planned to charge using such a mechanism. Later the Ministry of transport has proposed a compromise tariff — 3,09 roubles for kilometre.
In the beginning of this week the decision of the government rate for “12-tinnikov” was reduced to 1.53 ruble for a term until 29 February 2016. Furthermore, from 1 March 2016 until 31 December 2018 will act rate of 3.06 ruble per kilometer, the government has decided. It is assumed that the collected funds (about 50 billion rubles per year) in addition to a payment to the concessionaire, who builds the system at its own expense, will go to Federal road Fund.
Minister of transport Maxim Sokolov noted that the decision to introduce fees for 12-tinnikov was made “not yesterday and not even the day before yesterday”. “But, as always we have snow falls suddenly, and there was that many private, mostly motor carriers are now trying somehow to influence has long been accepted and realised decisions,” said Sokolov.
For payment carrier will need to obtain the free Board unit or to issue a route map. Depositing is possible via the Internet or self-service terminal, as well as in one of the 138 opened across the country offices. For the convenience of users there is a website, round the clock hot line in two languages, available mobile app. However, the major carriers fear the unavailability of the system, stating that the Board was not enough, has not earned the tools for creating flowcharts.
“At the moment the system is not ready to work” — shared with RIA Novosti his opinion the Director of “Sovtransavto” Vladimir Chan.
According to him, the company has not issued transponders on the number of cars registered. “Since introduced alternative payment options — route maps and transponders — I think the lack of transponders would not be a sufficient basis to admit the system to be inoperable. When it starts to work the online system, I can not say — she can earn and at the last moment”, — said the Agency interlocutor.
“In a personal account we can go, but to do a route map, the item still does not work”, — said the Deputy head of Department of development “the Transport of Seven” Edward Choi.
According to him, not all machines are located in the Moscow region, and to deliver established Board in the location of the car cannot, at first they all have to surpass to base. “This we can do only by route maps. While this feature does not work — don’t know, maybe tomorrow will work,” says Choi.
“The system is 100% not ready. Not granted on-Board devices, personal account does not work on throught the route map”, says head of cargo transportation Department of the Kazan “DIO logistics” Vyacheslav Shishliannikov, adding that opposes the imposition of this fee as the company makes payments in the form of insurance, taxes, and fuel excise taxes.
In the transport Ministry recalled that the law was passed by the Parliament in 2011, in June 2013 the government resolution identified the main approaches to the administration of the system and procedure of charging of heavy vehicles. The operator “Plato” started issuing on-Board units across the country based on requests from users who check in the system. On the basis of these requests the equipment has been delivered directly to offices of the system throughout the Russian Federation. Submitted applications a little over the 100 thousands of devices that fully covered the first production batch.
The release Board is conducted strictly in accordance with the project implementation schedule. “The system is fully ready to launch into operation from November 15 in accordance with the concession agreement concluded between the Federal road Agency and open company “RT-invest the Transport System”, — emphasized in the Ministry.
The price of a mile
Carriers also say that the real cost of one kilometer on Federal highways from November 15 to grow significantly due to the fact that indexation of the cost of travel they will have to lay additional costs.
Shishliannikov noted that in addition to direct charges in indexing cost, we need to lay the VAT, empty runs of trucks, borrowed funds and the recruitment of additional staff. At the rate of 3.73 per ruble per kilometer real growth in the cost of kilometer 5-5,1 rouble, he says. At the rate of 1.53 ruble real growth in the cost of one kilometer will amount to 2.1 rubles, calculated Shishliannikov. About 3.6 million of monthly revenue will go to pay travel at the rate of 1.53 of the ruble, said the Agency interlocutor. For “the Transport of Seven” mile cost of transportation will increase from 6-7%, estimated Choi.
The traffic from the Eastern part of the country to Moscow below, than from Moscow, says Chan. “Thus, the average rate (which takes the carrier from the customer, excluding toll collection — ed.) will be much lower and the payments for the use of Federal roads are the same routes, so I think that the increase in carrier costs will be somewhere in the range of 20-25% of the cost. For customers — depends on who will take into account in their procurement rates, it will be around 10-20% of the cost of delivery,” he predicts.
The Russian trading network, commenting on the introduction of fees on roads that promise to prevent interruption of the supply.
“Supply disruptions, I think, will not happen. The problems and the rush will be. The large-scale transformation always hurts everyone. A large part of its logistical capacities (companies — ed.) already equipped with meters,” — said Chairman of the Presidium of the Association of retail companies (akort) Ilya Lomakin-Rumyantsev. According to him, the nets may incur additional costs, since the entry into force of tariffs for trucks, the expenses associated with the counters for advance payment or penalties, but shelves in stores are filled with goods.
The head of the ACORT Presidium did not exclude growth of prices on products. According to him, “2% growth is estimated in relation to the tariff at us $ 3.06 rubles.”
“In the future, new rates may trigger inflation”, — agrees the Director for external communications “Ashana” Maria Kurnosova. Speaking about the readiness of the program to start, she said that now third-party on-Board devices are equipped with about 20% of vehicles of the fleet “Auchan”, the other partners are in the process of obtaining and registering in the system “Platon”. “If someone does not have time to get them in time, we will be using route sheets,” Kurnosova added.
In retailer Dixy reported that the fleet network is already connected to the system “Platon”. “The network ensures no disruptions and continues work in a regular mode”, — emphasized in the company.
The Ministry of transport also stressed that disruptions in the regions in Russia is widely developed all kinds of transport: air, water, rail and road.
“I want to clarify regarding those individual carriers, claiming that the Russians are waiting for shortages of products. No problems with delivery of products to the regions in the new conditions of the market (the introduction of charging for 12-tinnikov) never had and never will. I want to remind those elements, which in Russia is widely developed all kinds of transport: air, water, rail and road. Moreover, major network carriers of food work in the legal field”, — said the first Deputy Minister of transport of the Russian Federation Eugene Dietrich.
Penalties for unpaid passage of heavy vehicles with the state for the first time decided to take only in the Moscow region. So, from November 15 to may 2016, the penalty for the driver of the truck will make 5 thousand roubles, for officials responsible for the movement of truck 40, and for legal persons — 450 thousand rubles. Fine defaulters will be from may 2016.
Carriers note that most of the logistics flows can still get through the Moscow region. Especially painful this decision is for companies based in the suburbs. But regional companies, the share of transit flows through the Moscow region is large enough. For example, in Kazan “DIO Logistik” it is 70%, says Shishliannikov.
Some of the truckers Russia plan to return to work on November 15, said the Chairman of the Central Council of the Interregional trade Union of drivers of professionals (MIMI) Alexander Kotov. For the population this action will be painless, because chain stores, according to him, will continue to carry food. “The chain stores of food shortages will not” — said the Union leader.
