YAROSLAVL, November 20. /Corr. Andrey Serov/. Deputies of the Yaroslavl regional Duma at once in two readings adopted a law on returning of direct elections of the mayor of Rybinsk. From 44 deputies voted in favor of 33, the correspondent of TASS.
In September 2014, the regional Duma adopted the direct election of the mayor of Rybinsk and Yaroslavl, in November, the Duma cancelled. On 20 November, nearly a year later, the deputies adopted the law on direct election of mayor in Rybinsk. Changes in the regional law does not envisage direct election of the mayor of Yaroslavl.
“We are discussing a question of technology, but the main problem is people. If in one form or another will be elected decent people, and most importantly, if the candidate is born in Rybinsk and it will be ready to work, I will work with him. With those who live, work and support of the Rybinsk deputies, regional and city”, – said at the session of the Duma of the Yaroslavl region Governor Sergei Yastrebov.
Rybinsk is the second largest city in the Yaroslavl region. Home to more than 200 thousand people. The head of Rybinsk in 2009 and 2013 he was elected Yury Lastochkin. In 2013 swallow was accused of bribery and embezzlement. September 23, 2015 the court found the mayor of Rybinsk guilty and has appointed to it punishment by partial addition of the articles “bribery” and “Misappropriation and embezzlement” in the form of 8,5 years of a colony of a strict mode. Swallow also imposed on 140 million rubles of penalty, and for two years he was not allowed to take leadership positions. Himself Swallow his guilt does not recognize. An appeal against the sentence of the Yaroslavl regional court will start considering on December 2. Currently the acting head of the city takes the first swallow’s Deputy Leonid Mozheiko.
In a large bribe is suspected and the mayor of Yaroslavl Eugene Urlashov. The trial on the case of bribery by the mayor and his team began in the Kirov district court of Yaroslavl on September 28.
According to investigators, in 2012 and 2013, Urlashov, his Deputy Dmitry Donskov and Advisor Alexei Lopatin demanded 18 million rubles from the Director of “Gradostroy” Sergey Shmelev. The company performed works on maintenance of roads of Yaroslavl in the first half of 2013. In the event of failure to comply, the accused threatened not to pay for the municipal contract.
As believes a consequence, Urlashov received a bribe of 17 million rubles from the Director of “Anostraca”. Money was needed to assist in deciding the takeover of a controlling stake in “Urban traffic management”.
In the end Urlashov charged with attempted bribery in especially large scale, committed by a group of persons upon a preliminary collusion. He faces up to 15 years in prison, Donskova and Lopatin – up to 12 years of imprisonment. None of them pleaded not guilty. According to the decision of the Kirov regional court, all the defendants should be in a Yaroslavl prison, the detention period extended for them until March 4 2016.
