The Russian Parliament intends to toughen penalties for terrorism

MOSCOW, November 20. Russian MPs intend to tighten criminal responsibility for terrorism and aiding him. This follows from the draft decision of the joint meeting of the state Duma and the Federation Council, which will take place on Friday. A copy of the document available.

“Participants of the joint meeting consider it necessary to tighten criminal responsibility for terrorism or acquiescence to it, including recruitment, propaganda, propaganda methods and practices of terrorism, as well as financing and any other support to terrorist groups”, – stated in the project document.

They also say they are ready to improve the legislation of the Russian Federation and norms of international law on migration policy “to combat all forms of promotion of terrorism and international crime”. “On the borders of the state should be put a reliable barrier against the penetration of extremists in Russia”, – stated in the draft decision.

The creation of a broad coalition against terrorism

The state Duma and the Federation Council declare their readiness to cooperate with all countries that intend to combat terrorism.

Deputies and senators consider it necessary “to establish a wide international cooperation with all States without exception, as well as with organizations and structures that Express a readiness for such cooperation”. They also declared their readiness to “provide for maximum support to the President of the Russian Federation” in implementing its initiatives to create a broad anti-terrorist coalition “the capabilities of the Federal Assembly of the Russian Federation at the legislative level, as well as means of parliamentary diplomacy”.

The draft document emphasizes that “brutal terrorist attacks” were not only Russia, but also “many other States located in different continents”, therefore, modern international terrorism “cannot and should not be associated with any religion, nationality or ethnic group”. “The challenge to all of civilized humanity, shared values and fundamental pillars of his life”, – say the deputies and senators.

A crime without a Statute of limitations

The document says that terrorism around the world should be declared a crime without a Statute of limitations.

Deputies and senators believe it is necessary “to achieve the harmonization of international law and national legislation in the sphere of prevention and suppression of terrorism”. “Terrorism should be declared a crime without Statute of limitation and strictly prosecuted in all States of the world”, – stated in the project document.

“We deal with bad people, with evil, with which we cannot agree and that it was unacceptable to appease,” say MPs. “Like Nazism, terrorism must be destroyed, destroyed at the root, and its inspirers and organizers condemned the harsh judgment of mankind,” they stress.

“Sustainable immunity”

Society needs “sustainable immunity” from the ideas of terrorism, to facilitate the emergence of which prevention and elimination of socio-economic and ideological roots, the document says.

“Society needs a sustainable immunity from terrorist and contagion of ideas aimed at inciting national or religious hatred, undermining public order, then all attempts of extremists will be doomed to failure,” reads the draft document, a copy of which is available in.

Russian parliamentarians promised to “take together with regional authorities, civil society institutions, traditional religious faiths, mass media necessary measures for prevention of religious, ethnic and other forms of extremism, eliminate its socio-economic and ideological roots”.

Parliamentarians called terrorism the call of civilization, society, rights and freedoms, including the fundamental right – the right to life. “The nature of terrorism is inhuman. His victims are defenseless ordinary people, living a peaceful life. The terrorists do not spare neither women nor children. Joint meeting

State Duma deputies and Federation Council members at the joint meeting will consider on Friday the fight against terrorism. To participate in the event which will be held in the hall of columns, invited representatives of regional legislatures, the traditional confessions, public organizations. As explained by the speaker of the Federation Council Valentina Matviyenko, parliamentarians and public representatives plan to discuss “the wide range of actions that need to take in Russia”. “First and foremost we are concerned about the national security of our country and our citizens.
