Russian parliamentarians urged to declare terrorism a crime without term of limitation

MOSCOW, November 20. To declare terrorism a crime without Statute of limitation and rigidly pursue the terrorists in all Nations of the world invited the deputies of both chambers of the Russian Parliament. On Friday held a joint meeting, the lawmakers adopted the document, which called for tougher criminal responsibility for terrorist crimes and international cooperation in the fight against terrorism.

The need for

In a joint meeting of representatives of the State Duma and the Federation Council was attended by representatives of four denominations, the leaders of the two regional parliaments of Saint-Petersburg and Tatarstan, representatives of several public organizations. The need for such a big event is a result of increased threat of terrorism and recent terrorist attacks in different countries. Speaking at the meeting, state Duma speaker Sergei Naryshkin expressed the view that Russian lawmakers should analyze the legal framework to enhance the protection of civilians and vital facilities. He encouraged to critically evaluate the effectiveness of preventive counter-terrorism measures and promised that “the Parliament will support President, called to give a decisive and harsh response to the bandits.”

The speaker stressed that parliamentarians will act in strict accordance with the Constitution and will not allow any xenophobia and self-isolation of Russia. According to him, the tragedy of the Russian airliner and the terrorist attacks in France and several other countries will cause many people in the world to look differently at what is happening. Representatives of some countries should realize that “geographical distance from the “Islamic state” built on hatred, animal cruelty, does not guarantee the security that the results of the annual efforts of the so-called coalition is equal to zero in contrast to the blows of the Russian Armed forces in Syria,” said Naryshkin.

In turn, the speaker of the Federation Council Valentina Matvienko noted that legislative measures to combat terrorism is needed, but without “emergency”, limits the rights of citizens and waste from the principles of a legal state. According to her, in Russia law enforcement and intelligence agencies now are doing a lot to ensure security. However, he stressed, “safety is never too much” and “any system needs to be improved”. “Citizens need to help the security authorities to realize their responsibility”, – said Matvienko.

What to do?

Deputies of both chambers of Parliament have expressed different views concerning exactly how you need to fight with terrorists. So, the leader “Fair Russia” Sergey Mironov has suggested to return the death penalty for terrorists and their accomplices. Earlier with the initiative of the return of the death penalty for some particularly serious crimes, including terrorism, were the deputies from the liberal democratic party.

In turn, the Chairman of the Spiritual administration of Muslims of the Russian Federation and the Council of Muftis of Russia Ravil Gainutdin pointed out that Russian society realizes that the terrorists are not Muslims. “Those who are taken into slavery, the destruction of the city, to shed blood, and killing people, they are not Muslims, they are terrorists, and they will receive punishment,” he said. Mufti recalled that his colleagues, imams, spiritual mentors lead the regions in the fight against terrorism, for which some of them paid with their lives.

Its contribution in the fight against terrorism should make the leaders of the national diasporas, believes the speaker of the legislative Assembly of St. Petersburg Vyacheslav Makarov. They must cooperate with law enforcement authorities and inform them about possible extremist sentiments among their co-religionists and compatriots.
