MOSCOW, November 20. The Ministry of justice received the appeal of the Commissioner for human rights in Russia Ella Pamfilova in connection with the review of the human rights centre “memorial”. About it reported in a press-Department service.

The head of “Memorial” asked the justice Ministry to cancel the inspection report of the human rights centre
“An appeal to the Russian Ministry of justice has been received and is pending. The answer will be sent in the manner and within the time stipulated by the current legislation”, – stated in the message the press service of the Ministry of justice.
The official website of the Ombudsman on 17 November published a communication on the treatment of Pamfilova to the Minister of justice, Alexander Konovalov, which notes that “certain provisions of the act in respect of the human rights centre “memorial” poorly substantiated and not substantiated by facts”. Pamfilova invited the justice Department “to further substantiate or refute included in the inspection report findings on the activities of the organization, supposedly “aimed at undermining the constitutional order of the Russian Federation”.
“Such accusations without a serious reason for that could eventually be cause for the elimination of the interregional public organization “human Rights center “memorial”, which is inadmissible in a lawful state,” says the Ombudsman.
“In accordance with the mandate of the Commissioner will take all necessary action to protect the centre from misconduct, abuse of power and administrative pressure,” the report says.

Earlier, the Ministry of justice reported that the audit materials of the human rights centre “memorial” sent to the Prosecutor, also in the organization of the Protocol on an administrative offense under article 19.4 of the Code of administrative offences (insubordination to the lawful orders of the authority exercising state supervision).
As the newspaper “Kommersant”, after the inspection main Directorate of the Ministry of justice was made an act, which allegedly claimed that members of the organization “undermined the foundations of the constitutional system of the Russian Federation, calling for the overthrow of the current government, the change of the political regime in the country.”
The human rights center “memorial” in 2013, was recognized as the NCO as”foreign agent”. Human rights activists unsuccessfully tried to appeal this decision in the courts.
