Moscow. November 20. Crashing tolling system (MRAs) with trucks “Plato” are local in nature and will be dealt with on an individual basis, told reporters transport Minister Maxim Sokolov in Samara on Friday.
“Where there is individual failure, will be dealt with on an individual basis. This, of course, is not very good, but any system – even the most complex – where you can, of course, to fail,” said the Minister, adding that today the situation is “totally under the control of the developer”. He promised not to allow the users of the system pay for poor quality service rendered.
Answering the question about the possibility of translation of the system in test mode, Minister of transport recalled that the legislation of the Russian Federation, adopted in 2011, is expected to transition to paid work for cargo heavy trucks on Federal highways from November 15, 2015 – “what was done”.
From November 15 in Russia earned a system of charging trucks with a permissible maximum weight of 12 tonnes on account of compensation of damage when driving on Federal roads, called “Plato”. The rate for driving trucks up to February 29, 2016 was set at the level of 1.53 rubles per kilometer of distance traveled. From 1 March 2016 until 31 December 2018 it will amount to 3.06 rubles.
The system involves the use for calculation of payment of on-Board devices as well as route maps. However, the carriers pointed to the impossibility of getting on-Board devices, as well as malfunctions of the website “Plato” and the inability to design flowcharts.
System introduction is accompanied by the protests of truckers in various regions of the Russian Federation.
Earlier on Friday it became known that the Ministry of transport proposes to vacate a 12-t capacity cranes from fines for non-payment of fare before deciding on their reduction to 50 thousand rubles.
