SMOLENSK, November 23. The Chairman of the state Duma Committee on transport Evgeny Moskvichev suggested a system of “Plato” in the test mode. He said this on Monday to journalists in Smolensk.

To work out the system needs on a limited group of vehicles, said the Deputy. “We in the State Duma Committee on transport put forward the issue that the system worked in a test mode. This means that we will select about 1.5 thousand cars and they will show the weaknesses in the system,” said Moskvichev.

He noted that the implementation of the system across the country is a complex issue. “Whatever minds over it did not work, will still be shortcomings. Even when you install a program on the personal computer at first, there are failures,” said Chairman of the Committee.

It is proposed to reduce the fines to truckers

He added that now pending in the lower house of Parliament is a bill to reduce penalties for non-payment of fees from trucks in the system “Platon”. “We are now considering a bill that reduces penalties 20 times. And may, after its consideration by the government, penalties will be reduced in a certain number of times,” he said.

Speaking of the “Plato” Moskvichev noticed that there is a charge for heavy trucks to travel the roads rightly entered. In his view, money from the operation of the system must fall within the regions and go to road construction. “This is the instruction of the presidential administration that the money that will be paid by road users should go to the regions and to go in the first place on municipal roads, bridges and interchanges that are lacking in the regions,” said Moskvichev.

Moskvichev also raised the issue of cancellation of the transport tax and the Russian Federation. According to him, the bill to repeal such a tax will be introduced in the state Duma in 2016.
