MOSCOW, 25 Nov. The government has proposed be allocated from the Federal budget in 2016, made earlier to the Charter capital of United aircraft Corporation (UAC) for the development of Russian-Indian transport aircraft MTA, on the program on creation of MC-21, said Deputy Finance Minister Alexei Lavrov, presenting the amendment at a meeting of the state Duma Committee on budget and taxes.

Lavrov said that the implementation of the project aircraft the MTA is delayed. “It is therefore proposed to allow use in 2016 this contribution to the authorized capital program for the creation of MC-21”, — he added.

Let’s put the amendment on Friday,” he said. The Deputy asked to submit by Friday an official certificate, any income received where they are, how used and how much is offered to allocate means from the Federal budget for the KLA.
In the accounts of the KLA there are significant unused funds received in the form of contributions to its Charter capital in 2009 and 2011 from the Ministry of industry and trade to perform the Russian part of the obligations on the project of creating a Russian-Indian multipurpose transport aircraft. And unused funds to the KLA in 2011, in coordination with the Ministry of industry and trade converted into dollars. Income generated starting in 2011 amounted to RUB 539,1 million and 24.3 million, i.e. approximately 1,534 billion. And the balance of unused contributions into the authorized capital on 30 October 2015 (subject to changes in the dollar) — 17,857 billion rubles.
The audit chamber has noticed that there is no information about the completion of negotiations and the contract to perform development work on the development of the AIT, and not decided on the timing of the use of unused funds the KLA. In this regard, the audit chamber proposed that the costs of the KLA on contributions to authorized capitals of subsidiaries to carry out at the expense of the unused balance, provided that the government of the Russian Federation of the relevant decisions.
The intergovernmental agreement between Russia and India on joint development and construction of the MTA was signed in 2007. For the first time both countries agreed on equal equity joint funding of a new project in the aviation industry. The aircraft is planned to be deployed both in Russia and in India. According to the regulations, MTA is classified as a medium military transport aircraft providing transportation of a wide range of various loads weighing 20 tons at a distance of more than 2 thousand kilometers from unpaved and paved runways.
