MOSCOW, November 27. Deputies of the state Duma from the CPRF Valery Rashkin and Sergei Obukhov offer to freeze basic rates of CTP insurance rates and to abandon their liberalization. The corresponding request to the Prime Minister of Russia Dmitry Medvedev and the head of the Central Bank Elvira Nabiullina they plan to send on Friday.
In the document (is available to) members noted that the sharp increase in tariffs CTP in 2014-2015 has generated a negative reaction from car owners. “Further aggravation of the situation in the field of motor insurance can cause a potential liberalization of tariff CTP – termination of state regulation of base insurance rates CTP, currently implemented by the Bank of Russia,” – writes Rashkin and Obukhov.

According to the Communists, tariff liberalization, on the one hand, does not guarantee solutions to the current problems with quality of service CTP, on the other – carries a high risk of uncontrolled growth of tariffs in the future.
“In the case of free pricing on the market CTP is a high risk of monopoly agreements, the cartel between the major market participants,” they say.
MPs asked the head of Cabinet and head of the Central Bank “to maintain the regulation of basic rates of CTP insurance rates in the competence of Bank of Russia, abandoning the so-called liberalization of tariffs OSAGO”. Representatives of the CPRF urged to freeze basic rates of CTP insurance rates at the current level and not increase them “, without preliminary public discussion, involving representatives of all stakeholders, including representatives of public associations of motorists of the Russian Federation, other public organizations”.
Last week the head of the Russian Union of insurers Igor Yurgens told reporters that the Chairman of the Bank of Russia Elvira Nabiullina has agreed to prepare a roadmap for liberalization of tariff OSAGO and instructed to form an appropriate plan. The Chairman of the Central Bank Vladimir Chistyukhin, in turn, stated that “it is clear that we must move to ensure that the tariff was free.” This idea was supported by the Ministry of Finance of the Russian Federation. “We are not opposed to tariff liberalization, moreover, we think that gradually it is necessary not just to extend the corridor (tariff), and once to opt out of rate regulation in compulsory types of insurance”, – told reporters the Deputy Director of financial policy Department of the Ministry of Faith Balakirev.
