Attack on Russian military aircraft

November 24, fighter from the Turkish air force F-16 shot down Russian bomber su-24M, which, according to Ankara, had violated the country’s airspace near the border with Syria.

The crew of a military aircraft managed to eject, but one of the two pilots was killed by ground fire. The second pilot was rescued. In search of the pilots was attended by two helicopters Mi-8. One of the cars came under fire and made an emergency landing. One marine soldier was killed.

In the Russian defense Ministry said the su-24M was extremely over Syrian territory, and that violations of its airspace was not.

Vladimir Putin warned that the attack on the bomber would have “serious consequences” for Russian-Turkish relations. According to the head of state, the Turkish air force attack on the Russian plane involved in anti-terrorist operations in Syria and posed a threat to Turkey, is a “stab in the back” of Russia.

Suspension of visa-free regime

From 1 January 2016, Russia will suspend the visa-free regime with Turkey, said Minister of foreign Affairs of the Russian Federation Sergey Lavrov following meeting with Syrian counterpart Walid Muallem. “I want to say, and we said that Russia is very concerned about the increase of terrorist threats in the Republic of Turkey, – said the head of the Russian foreign Ministry. Medvedev: Russia will impose economic restrictions against Turkey due to an “act of aggression”

The head of the Cabinet of Ministers held on 26 November a meeting of the government instructed the authorities to prepare concrete proposals within two days. Medvedev described Ankara’s actions as an “act of aggression” against Russia. The Prime Minister said that decisions will be made on the basis of the law on special economic measures from 2006, designed for such situations. “In these documents, we will focus on the introduction of restrictions and prohibitions on the activities of the economic structures of Turkey on the territory of the Russian Federation, restriction and prohibition of the supply of products, including food products, execution of works and provision of services by Turkish companies, and other restrictive measures”, – said the Prime Minister.

Economic restrictions that Russia imposes on Turkey, to meet WTO regulations, said the head of Ministry of economic development Alexei Ulyukayev. Russia in the framework of these measures can, in particular, modify the customs duties or set them on a range of goods from Turkey, to prohibit or restrict the entry into ports of the Russian Federation the Turkish courts to prohibit the use of Russian airspace, will be able to set limits on tourist activity, to refuse to participate in the international scientific and technical programs.

The law “On special economic measures”. Help

The draft law “On special economic measures” was submitted to the State Duma of the Russian Federation in October 2006 by deputies Vladislav Reznik and Vladimir Mr Pligin from the United Russia. On 22 December, the law was passed by the State Duma, the Federation Council approved it on December 27. Signed by the Russian President Vladimir Putin on 30 December 2006. Published and entered into force on 10 January 2007.

According to the document, Russia in case of unfriendly actions of foreign States or reactions to an unusual and extraordinary threat, which emerged on a global level, may introduce special economic measures against foreign States and/or citizens.

In the framework of special measures:
– can be suspended implementation of joint economic programs;
– prohibited financial and economic operations;
– suspended the foreign trade contract;
– imposed duties;
– prohibited the use of Russian airspace and calling at Russian ports;
– suspended cooperation in the field of tourism;

The decision to use special measures taken by the President of the Russian Federation on the basis of proposals of the security Council, the state Duma, the Federation Council or the Russian government. In accordance with the decision of the President, the government publishes the resolution with a specific list of measures.

The law “On special economic measures” was used repeatedly. For example, it was used for the imposition of sanctions imposed under resolutions of the UN security Council in 2007 – for the imposition of sanctions against Iran, in 2009 against Eritrea because of the events in Somalia in 2010 against North Korea after its nuclear tests in this country. 16 January 2009, in accordance with this law, the President of Russia Dmitry Medvedev signed a decree banning the supply of Georgian products of military and dual-use. August 6, 2014 President Vladimir Putin signed a decree “On adopting special economic measures to ensure security of the Russian Federation”, which in response to the sanctions was introduced “food embargo” against EU, USA, Norway, Australia and Canada.

The agricultural sector

The Ministry of agriculture will prepare proposals for restrictions on food supplies from Turkey. According to the Ministry, during 10 months of 2015, the import of agricultural products and food from Turkey in value terms amounted to us $1.035 billion, 21.2% less compared to the same period in 2014 Since the beginning of the current year Russia exported to Turkey food $1,313 billion.

According to the Association of retail companies (akort), the total volume of Russian imports of agricultural products and food Turkish is 4.3%. The share of fruits and nuts from Turkey 46.9% of imports, including 23% in citrus, 10.8 per cent for grapes. The share of vegetables – 34%, including fresh tomatoes – 24,9%.

Gas and energy cooperation

“Turkish stream” and the construction of NPP “Akkuyu” also fall under the list of investment projects that can be frozen or cancelled in the framework of restrictive measures against Ankara.

Among other measures, the economic development Minister has called the termination of the preparation of a number of agreements with Turkey, including on free trade in services and investments, long-term five-year programme of trade-economic and scientific-technical cooperation and the establishment of a Fund for joint investments.

Negotiations between Russia and Turkey on construction of “Turkish stream” was supposed to take place in December 2015.


The Ministry of construction of the Russian Federation did not rule out leaving the Russian construction market to Turkish companies and workers. “In the real estate segment, primarily commercial, is quite a lot of Turkish companies, and we do not exclude that some of them will go with the implementation of major projects in the country. Their credibility as partners, undermined”, – said the head of Ministry of construction.

The Ministry together with other ministries and large developers will analyze joint projects of Russia and Turkey. “After the events with the Russian plane any support for Turkish projects in the Russian construction market will be revised,” – said Mikhail Men.


The Ministry of foreign Affairs of Russia recommended to Russians to refrain from traveling to Turkey because of the threat to their security. Rosturizm recommended Russian tour operators to suspend selling tours to Turkey and sending tourists in this country, directly or through third countries.

According to the latest data, in Turkey remain 2964 Russian tourists. They are located mainly in Antalya and in Istanbul, the head of the Federal tourism Agency Oleg Safonov.

Alternatively, Russian travel companies offer tourists the rest in other countries. In particular, we are talking about Goa, the UAE and Thailand, said the Association of tour operators of Russia (ATOR). By estimations ATOR, the cancellation of tours to Turkey or their replacement will affect about 6 thousand Russians.

“The Turkish market could be a major blow. Up to 3 million Russians have a rest in Turkey annually, and half of Turkish tourism industry tied to it,” – said the head of Subcommittee of the state Duma on tourism Mikhail Emelyanov.

In the framework of restrictive measures may limit air links with Turkey. “Of course, can we talk about the restriction as scheduled flights, and Charter air traffic, the Ministry of transport will prepare the relevant proposals”, – informed the Minister of economic development of the Russian Federation. According to Ulyukaev, the government will review the risks arising in connection with the planned introduction of a limitation. “In case these proposals will be accompanied by risks to domestic producers or services, then we will think about how to compensate for emerging losses,” the Minister said.

Thus after the events in Egypt and Turkey, the Federal tourism Agency has said it is ready to promote alternative places of rest in Russia. The domestic travel market of Russia can receive direct Charter flights from Russia’s regions to national resorts. According to aide to the Russian President Igor Levitin, some tour operators are ready to handle such shipments on conditions of partial subsidization of travel.
