Putin will deliver his annual address to the Federal Assembly

MOSCOW, 3 Dec. The President of Russia Vladimir Putin will deliver his annual address to the Federal Assembly. Parliamentarians believe that it will be dominated by international issues, issues of security and defence in the fight against international terrorism, will not remain on the side of the topic of Russia’s economic development and social support of its citizens.

Experts note that the uniqueness of the current conversion will be in the “new Moscow” that Russia has received in the international arena as a result of operations in Syria, and the President of the most systematically formulate Russia’s position in this new status. In this sense, the message of Putin, in their opinion, will be addressed, including the global community.

The President’s address to the Russian Parliament — software legal-political document that expresses the vision of the head of the state strategic directions of development of Russia on immediate prospects. It includes both the political, economic, ideological position and specific proposals for legislative work of the Parliament.


Experts and parliamentarians agree that the difficult situation in the foreign policy arena will be reflected in the President’s address. According to the speaker of the lower chamber Sergei Naryshkin, Putin will announce proposals in the field of combating international terrorism. The scientists also noted that the need for coordination in the fight against IG (DAYS, banned in Russia) and creation of effective broad-based coalitions may become one of the main themes in the foreign policy part of the message, and, most likely, one of the main topics in General.

“I think that in this situation the message will be affected by Russia’s relations not only with Turkey but also with other member States of NATO, and also prospects of creation of international antiterrorist coalition. This is one of the main tasks for a successful fight against terrorists in Syria”, — agrees the head of the defense Committee of the Federation Council Viktor Ozerov.

Vice-speaker of the state Duma from LDPR Igor Lebedev considers that “the main theme of the message will be the international situation in connection with the conflict in Ukraine, in Syria, where we are now actively helping the Syrian government, the situation of the crash in Egypt”.

Interviewed political analysts believe that the recent events — especially the collapse of the Turkish air force shot down Russian su-24 and a crisis in Russian-Turkish relations — can make the theme of fighting against terrorism, safety of citizens and the necessity of creating a coalition to combat ISIS more stringent. “Obviously, it will strengthen the accents will do, maybe the message is somewhat rigid in this direction”, — said the leading expert of the Center for political conjuncture of Russia Dmitry Abzalov.

Parliamentarians believe that, in the context of dealing with terrorists the President will relate to the message of the state of the Russian armed forces and the country’s defense. “In the fight against international terrorism the role of not only diplomatic methods. So the President can affect the defense capability of our state, and the state of the Russian armed forces,” — said Ozerov.


MPs, senators and experts expect also to hear the message proposals to stimulate economic growth, the development of import substitution and support of entrepreneurship.

“Economic theme can take a Central place in the message of the President”, — believes the Deputy head of the Federation Council Committee on economic policy Valery Vasiliev.

In his opinion, can be discussed measures to support small and medium businesses, the development of transport infrastructure. The General Director of Agency of strategic initiatives Andrey Nikitin, in turn, said that the President has always paid attention to the investment climate and reduce administrative barriers. “I hope of course that this attention will continue. We have a lot more absolutely senseless of administrative procedures exists in the country which are not connected with foreign policy and which, of course, be eliminated. I hope that there it will be,” he said.

Previously, the newspaper “Vedomosti” referring to Federal officials said that in the presidential message may include a request to extend for one year the Amnesty. However, in the Kremlin earlier in the week said that talking about it is premature.

The CEO of the Center for political information Alexei Mukhin believes that part of the message will focus on the results and prospects of development of import substitution. “This trend has arisen in connection with the notorious anti-Russian sanctions and, judging by the fact that the sanctions to cancel no one is going under false pretenses, the process of import substitution and the so-called nationalization of elites will continue next year and, therefore, will be the subject of intense study and by the representatives of the authorities”, — said the expert.

The first Deputy head of the economic Committee of the Federation Council Sergey Kalashnikov would love to hear how it’s actually implemented objectives to diversify the economy. Another important topic, according to the Senator, remains the fight against corruption and inefficient use of public funds. “The issue of inflation is also relevant. It seems to me that the inflationary indicators that are included in the budget 2016, is not quite true,” said he.


Parliamentarians also expect that the message will be indicated the position of the acute issues related to social policy.

“I would like to address to receive the confirmation of the state social policy, which is outlined in the decree of the President. By 2018 we need to keep strictly to the stated previously in the social sector line, despite sanctions, the economic situation in the country and in the world”, — said the head of the social Committee of the Federation Council Valery Ryazansky.

Senator does not exclude that in order to not degrade the quality of life of people requiring support from the state, the government will have to take on additional responsibilities. “I hope that the message will be said about resources, which this line of social policy will be able to withstand. Yes, should be optimization, internal resources. But, I think, will need additional state support for certain categories of persons — invalids, children-invalids, children-orphans, plus issues related to the elimination of emergency and dilapidated housing”, — he said.

First Vice-speaker of the state Duma Ivan Melnikov (CPRF) said that the message would like to hear the “hard assessment of what is happening with the pension system where the government takes unprecedented step, refusing to index them to the inflation rate”.

The head of the constitutional Committee of the Federation Council Andrey Klishas believes that special attention can be given to civil society in Russia, enhancing its role in the first place socially significant organizations.

Another issue domestic agenda, according to deputies, can become in the coming 2016 elections to the state Duma.

“Today we are concerned mainly topics such as the creation of truly equal conditions for all and especially for independent candidates, the introduction of mandatory debates, including the first persons of party lists, minimising the damage from spoilers, which are parasitic on existing party brands and mislead the voters,” — said Melnikov.

According to him, the message should be “placed emphasis on the issue of political competition”. “Today a full, undistorted reflection of the mood of citizens in the state Duma of the seventh convocation is an important strategic task, which will determine the future of the country, its stable development in a difficult political situation”, — said the Deputy.
